FINANCE DEPARTMENT – TENDER NOTICE
Punjab Civil Secretariat, Lahore
The Finance Department, Government of the Punjab, invites bids from reputable and registered companies, firms, or suppliers for the provision of Janitorial Services for the financial year 2025–26.

Submission Deadline & Opening

Bidders are required to submit their Technical and Financial Bids by 11:00 AM on 28th July 2025 through the e-Pak Acquisition and Disposal System (EPADS).

Bids will be opened on the same day at 11:30 AM.

The process will follow the Single Stage – Two Envelope bidding procedure under the Punjab Procurement Rules, 2014.
Terms & Eligibility Requirements
Interested bidders must provide the following documents along with their Technical Bid:

Bid Security: 5% of the total estimated cost in the form of a Bank Draft, Pay Order, or CDR in favor of Section Officer (E&A), Finance Department, Lahore.

Affidavit: A notarized statement confirming the company has not been blacklisted, is not under investigation, and is not involved in any litigation. This must remain valid until the procurement process is complete.

Financial Credentials: Bank Certificate, Account Statement, or Balance Sheet showing financial soundness.

Valid proof of NTN, PST, GST, EOBI, and Social Security Registration.

Valid Professional Tax Certificate and an updated Company Profile.

Written acceptance of all terms and conditions of the tender, signed and stamped by the authorized representative.
Instructions for Bidders

The procurement will strictly follow the Punjab Procurement Rules, 2014 (as amended).

Detailed Bidding Documents (in English) are available to download from the Punjab Procurement Regulatory Authority and EPADS websites.

Bidders must submit both the Technical and Financial bids inclusive of all applicable government taxes and duties through EPADS.

The Finance Department reserves the right to reject any or all bids at any stage before acceptance, as per Rule 35 of PPRA Rules, 2014. Reasons for rejection will be communicated upon request, but further justification will not be required.

The successful bidder must furnish a Performance Guarantee equal to 10% of the contract amount.
