The Metropolitan Corporation Lahore invites online bids from eligible and PEC-registered contractors under the Single Stage – One Envelope Procedure for the following development work:

• Location: Union Council No. 256, Ali Raza Abad (covering Jan Muhammad Road, Al Hamra Town, Muhammad Pura, Nasir Abad) – Allama Iqbal Zone

• Estimated Cost: Rs. 208.256 million

• Earnest Money: 3% of the bid cost

Instructions for Bidders

1. Mode of Procurement:
   All bidding will be done through the Punjab e-Procurement System (EPADS). Tender notices and bidding documents are available on the EPADS and PPRA websites.

2. Submission Format:
   Bidders must upload their complete proposals (in PDF format) on EPADS in line with Regulation 6(4) of the Punjab Procurement Rules 2024. Incomplete, corrupt, or virus-infected files will be rejected.

3. Bidding Procedure:
   A Single Stage – One Envelope process will be used. The bid will be evaluated based on the least cost method.

4. Earnest Money Submission:
   Bidders must submit 3% of the estimated bid amount as earnest money in the form of CDR, Pay Order, or Bank Draft from a scheduled bank. The original instrument must be submitted in person to the Metropolitan Officer (Infrastructure) along with a covering letter on the firm’s letterhead before bid closing time. Bids without original earnest money or its scanned copy will not be considered.

5. Deadline:

   • Bid Submission: 03 June 2025 by 10:30 AM

   • Bid Opening: 03 June 2025 at 11:00 AM (on EPADS and at Town Hall, Lahore)

6. Document Requirements:

   • Bids must be signed and stamped by an authorized representative.

   • The price schedule and bid security should be submitted on the firm's letterhead.

   • A hard copy of the financial instrument must be submitted along with the online submission.

7. Additional Guidelines:

   • Any alteration or cutting in the bid through the electronic system is not allowed.

   • Conditional bids or those without earnest money will not be entertained.

   • All applicable rules under the Punjab Procurement Rules 2014 (amended) shall apply.

   • The procuring agency reserves the right to reject any or all bids as per Rule 35 of the Procurement Rules.
