Metropolitan Corporation Lahore invites online bids for the following development project under a Single Stage – One Envelope procedure, as per the Punjab Procurement Rules (PPR), 2024. Interested and eligible firms/contractors must be registered with the Pakistan Engineering Council (PEC) in the relevant category mentioned below.

Important Guidelines for Bidders

1. Submission Platform:
   All procurement will be processed through EPADS (E-Procurement). Bidders must submit their proposals by uploading a PDF version of their bid documents on EPADS, as per Regulation 6(4) of PPR 2024. Manual or physical submissions are not allowed.

2. Submission Deadline:
   Bids must be uploaded on EPADS no later than 03-06-2025 at 10:30 AM.
   Bids will be opened on the same day at 11:00 AM at Town Hall, Lahore, and on the EPADS system.

3. Earnest Money:
   An earnest money deposit of 3% of the estimated bid cost must be submitted in the form of a CDR, Pay Order, or Bank Draft from any scheduled bank.

   • The original instrument must be submitted in person to the Metropolitan Officer (Infrastructure) on the contractor’s official letterhead before the bid submission deadline, otherwise the online bid will not be considered.

   • A scanned copy of the earnest money must also be uploaded with the online bid.

4. Bid Evaluation Method:
   Bids will be evaluated using the Least Cost Method under an open competitive bidding framework.

5. Supporting Documents:

   • All submitted bidding documents must be duly signed and stamped by an authorized representative.

   • The price schedule and bid security must be on the contractor’s letterhead.

   • Financial instruments must be submitted both physically and electronically as per Regulation 6 and 8. Failure to comply will result in the bid being disqualified.

6. Bid Conditions:

   • No alterations, overwriting, or amendments will be accepted in the submitted bids.

   • Conditional bids, bids submitted without earnest money, or bids submitted via telephone/fax will not be entertained.

7. Right to Reject:
   The procuring agency reserves the right to reject all bids or proposals prior to acceptance, in line with Rule 35 of Punjab Procurement Rules 2014.

8. General Note:
   In case of any typographical errors in this notice, the original tender documents will take precedence.
