Metropolitan Corporation Lahore (MCL) invites online bids from eligible and PEC-registered contractors/firms for the following development work. The bidding process will follow a Single Stage – One Envelope procedure under the relevant Punjab Procurement Rules.

Project Details

1. Eligibility
   Only firms or contractors registered with the Pakistan Engineering Council (PEC) in Category C-4 or higher are eligible to apply.

2. Bidding Platform
   The entire bidding process will be conducted online via e-PADS (Electronic Procurement and Disposal System). Bidding documents can be downloaded from e-PADS or the Punjab PPRA website.

3. Bid Submission Deadline
   Bidders must upload their complete proposals (in PDF format) on e-PADS no later than 10:30 AM on June 3, 2025. The proposals will be opened electronically on the same day at 11:00 AM, both online and at the Town Hall, Lahore.

4. Earnest Money Requirement

   • All bidders must submit earnest money equal to 3% of the estimated project cost.

   • This should be in the form of a Call Deposit Receipt (CDR), Pay Order, or Bank Draft issued by a scheduled bank.

   • The original financial instrument must be submitted in person to the Metropolitan Officer (Infrastructure), on company letterhead, before the bid opening.

   • Bids without the original or scanned copy of the earnest money will not be considered.

5. Bid Document Guidelines

   • All uploaded documents must be duly signed and stamped by an authorized representative of the firm.

   • The price schedule and bid security should be prepared on the firm's official letterhead.

   • Along with uploading on e-PADS, the original financial instrument must be submitted in hard copy, as per relevant procurement regulations.

6. Evaluation Criteria

   • Bids will be assessed using the Least Cost Method, following open competitive bidding standards.

7. Right to Reject Bids

   • The procuring agency reserves the right to reject any or all bids before acceptance, as per Rule 35 of the Punjab Procurement Rules 2014.

8. General Conditions

   • Bids submitted through the electronic system must be free from cuttings or manual alterations.

   • Conditional bids or bids submitted without earnest money will not be entertained.

   • All relevant rules and regulations apply.
