Metropolitan Corporation Lahore (MCL) invites electronic bids from eligible and registered contractors/firms for the following development work. The bidding process will follow the Single Stage – One Envelope procedure, in accordance with the Punjab Procurement Rules (PPR) 2014 and the latest regulations.

Project Details:

1. Eligibility: Bids are invited from contractors/firms registered with the Pakistan Engineering Council (PEC) in Category C-4 or above, and renewed for the current year.

2. E-Procurement Platform: The entire bidding process will be conducted through the e-Procurement Acquisition and Disposal System (e-PADS). All tender notices and bidding documents are available on e-PADS and the PPRA website.

3. Submission Process:

   • Bidders must submit their proposals electronically in PDF format via e-PADS, as per Regulation 6(4) of PPR 2024.

   • Proposals must be uploaded by 10:30 AM on June 3, 2025, and will be opened the same day at 11:00 AM.

   • Each bid should be accompanied by a scanned copy of the earnest money and uploaded to the system.

   • The original financial instrument (CDR/Pay Order/Bank Draft) must also be submitted in person to the Metropolitan Officer (Infrastructure) before the bid opening time.

4. Financial Instruments:

   • The earnest money must be 3% of the estimated cost, issued from a scheduled bank.

   • It must be submitted on the letterhead of the bidding firm, along with a cover letter.

   • Both hard and soft copies are mandatory.

5. Proposal Requirements:

   • Bids must be properly signed and stamped by the authorized representative.

   • The price schedule and bid security should be on the firm's official letterhead.

   • Proposals containing corrections, amendments, or conditional clauses will be rejected.

6. General Conditions:

   • Incomplete, unsigned, or conditional tenders or those without earnest money will not be entertained.

   • The procuring agency reserves the right to reject any or all bids at any stage, prior to acceptance, as per Rule 35 of Punjab Procurement Rules 2014.

   • Any typographical errors, if found, will be resolved by referring to the original bidding documents.
