Metropolitan Corporation Lahore (MCL) invites eligible and duly registered contractors to participate in the following infrastructure development project. The tender will be conducted under a Single Stage - One Envelope procedure in accordance with applicable procurement regulations.

Important Information for Bidders

1. Electronic Submission
   This tender will be processed through the e-Procurement System (e-PADS). Both the tender notice and bidding documents are available on the EPADS and PPRA websites.

2. File Format for E-Bid
   All bids must be submitted in PDF format by uploading to the e-PADS portal, in accordance with Regulation 6(4) of the Punjab Procurement Rules (PPR), 2024.

3. Evaluation Method
   Bids will be evaluated using the Least Cost Method under a Single Stage - One Envelope procedure.

4. Earnest Money Requirement

   • Bidders must submit 3% of the estimated cost as earnest money via CDR, Pay Order, or Bank Draft from a scheduled bank.

   • The original financial instrument must be submitted to the Metropolitan Officer (Infrastructure) along with a letter on the firm’s official letterhead before the bid deadline.

   • Bids submitted without a scanned copy of the earnest money instrument will be rejected.

5. Submission Deadline & Opening Time

   • All bids must be uploaded on e-PADS no later than 10:30 AM on 3rd June 2025.

   • Bids will be opened the same day at 11:00 AM at Town Hall, Lahore, as well as on the e-PADS platform.

6. Document Requirements

   • All bidding documents must be duly signed and stamped by an authorized representative.

   • The price schedule and bid security must be submitted on the contractor’s official letterhead.

7. Dual Submission of Financial Instrument

   • A physical copy of the financial instrument is required in addition to the uploaded digital version.

   • Failure to submit both may lead to disqualification as per PPRA Circular No. L&M (PPRA)10-1/2011 dated 11 October 2024.

8. Right to Reject
   MCL reserves the right to accept or reject any or all bids prior to final award, in accordance with Rule 35 of the Punjab Procurement Rules 2014.

9. Additional Instructions

   • No bid containing overwriting, corrections, or conditional terms will be accepted.

   • Tenders submitted via phone or without earnest money will not be considered.

   • All applicable procurement rules will be followed.

   • In the event of any typographical error in this notice, the original documents will be considered authoritative.
