Metropolitan Corporation Lahore (MCL) invites bids from eligible and PEC-registered contractors for the following development project in the Allama Iqbal Zone. The bidding process will follow the Single Stage – One Envelope procedure under open competitive bidding.

Project Overview

1. E-Procurement System:
   The procurement will be conducted through Punjab Government’s e-Procurement platform (e-PADS). All relevant bidding documents and the tender notice are available on e-PADS and the PPRA website.

2. Submission Format:
   Bidders must submit their bids electronically as PDF files via e-PADS, in accordance with Regulation 6(4) of the Punjab Procurement Rules (PPR) 2024.

3. Evaluation Method:
   The contract will be awarded on the basis of the Least Cost Method, as per the Single Stage – One Envelope procedure.

4. Earnest Money Requirement:

   • Each bidder must submit 3% of the estimated cost as earnest money in the form of a CDR, Pay Order, or Bank Draft from any scheduled bank.

   • The original financial instrument must be physically delivered to the Metropolitan Officer (Infrastructure) on the firm’s official letterhead before the bid submission deadline.

   • Bids lacking either the scanned or original earnest money document will be disqualified.

5. Bid Submission & Opening Timeline:

   • Deadline for submission on e-PADS: 03 June 2025 by 10:30 AM

   • Bid opening: 03 June 2025 at 11:00 AM, both on e-PADS and at Town Hall, Lahore

6. Document Authentication:
   All bid documents must be signed and stamped by an authorized representative of the firm.

7. Financial Proposal Requirements:
   The Price Schedule and Bid Security must be provided on the contractor’s letterhead.

8. Submission of Financial Instruments:
   Bidders must upload a soft copy and submit a hard copy of the financial instrument. Failure to do so will be treated as per PPRA Circular No. L&M(PPRA)10-1/2011 dated 11 October 2024.

9. Right to Reject:
   The procuring agency reserves the right to reject any or all bids prior to acceptance, as provided under Rule 35 of the Punjab Procurement Rules 2014.

10. General Guidelines:

• Bids must not contain any overwriting or amendments in the electronic system.

• Conditional or telephonic bids and those submitted without earnest money will not be considered.

• All procurement shall be subject to applicable rules and regulations.
