Metropolitan Corporation Lahore (MCL) invites bids from eligible contractors/firms for the following public infrastructure development project. The procurement will be conducted through the Single Stage – One Envelope bidding procedure. Only those contractors registered or renewed with the Pakistan Engineering Council (PEC) in the specified category are eligible to apply.

Important Information for Bidders

1. E-Procurement Platform (e-PADS):
   This tender will be processed through the Punjab Government’s e-Procurement System (e-PADS). Bidding documents and tender details are available on the e-PADS and PPRA websites.

2. Submission of E-Bids:
   Bidders must submit their proposals in PDF format by uploading them to e-PADS, in accordance with Regulation 6(4) of the Punjab Procurement Rules (PPR) 2024.

3. Bidding Method:
   The process follows the Single Stage – One Envelope Procedure under Open Competitive Bidding and will be evaluated based on the Least Cost Method.

4. Earnest Money Deposit:

   • All bidders must provide earnest money equal to 3% of the estimated cost, submitted via CDR, Pay Order, or Bank Draft from a scheduled bank.

   • This original financial instrument must be submitted in person to the Metropolitan Officer (Infrastructure) on company letterhead before bid closing time.

   • Bids without original and scanned copies of the earnest money will not be considered.

5. Bid Submission Deadline and Opening:

   • All bids must be submitted on e-PADS no later than 3rd June 2025 by 10:30 AM.

   • Bids will be opened the same day at 11:00 AM, both electronically on e-PADS and physically at Town Hall, Lahore.

6. Document Authentication:
   All submitted documents must be duly signed and stamped by an authorized representative of the bidding firm.

7. Financial Documents:
   The Price Schedule and Bid Security must be on the contractor’s official letterhead.

8. Submission of Financial Instruments:
   A hard copy of the financial instrument must be provided in addition to uploading a soft copy on e-PADS. Failure to comply will result in the bid being treated according to the instructions issued under Circular No. L&M(PPRA)10-1/2011 dated 11th October 2024.

9. Right to Reject Bids:
   The procuring agency reserves the right to reject any or all bids prior to acceptance, as allowed under Rule 35 of the Punjab Procurement Rules 2014.

10. Other Instructions:

• No alterations or amendments will be accepted in the electronically submitted bid.

• Bids submitted without earnest money or with conditions will be rejected outright.

• All applicable procurement laws and rules will be enforced.
