Metropolitan Corporation Lahore (MCL) invites eligible contractors and firms to participate in the following development project under the Single Stage – One Envelope bidding procedure. Firms must be registered or renewed with the Pakistan Engineering Council (PEC) in the specified category.

Key Bidding Information

1. E-Procurement Platform
   This procurement will be conducted through the E-Procurement System (e-PADS). Bidding documents and this tender notice are available on e-PADS and the PPRA website.

2. Bid Submission
   Bidders are required to upload their proposals in PDF format on e-PADS in accordance with Regulation 6(4) of PPR 2024.

3. Bid Evaluation
   The project will be awarded through Open Competitive Bidding using the Least Cost Method.

4. Earnest Money Requirement

   • A security deposit equivalent to 3% of the estimated cost must be submitted as CDR, Pay Order, or Bank Draft from a scheduled bank.

   • The original document must be physically submitted to the Metropolitan Officer (Infrastructure), along with a cover letter on the bidder’s official letterhead, before the deadline.

   • Scanned copies must also be uploaded. Submissions without both components will be considered incomplete.

5. Deadline and Opening of Bids

   • Bids must be uploaded on or before 3rd June 2025 at 10:30 AM.

   • They will be opened the same day at 11:00 AM, both physically and electronically on e-PADS at Town Hall, Lahore.

6. Document Requirements

   • All uploaded documents must be properly signed and stamped by an authorized representative.

   • The price schedule and bid security must be printed on the contractor's official letterhead.

7. Submission of Financial Instruments

   • A hard copy of the financial instrument must be submitted, in addition to the scanned copy uploaded online.

   • Failure to comply may lead to disqualification under Circular No. L&M(PPRA)10-1/2011 dated 11 October 2024.

8. Right to Reject
   The procuring agency reserves the right to reject any or all bids before acceptance, as per Rule 35 of the Punjab Procurement Rules 2014.

9. General Terms

   • No changes or overwriting will be accepted in electronic bids.

   • Conditional or telephonic bids and those without earnest money will be rejected.

   • All relevant procurement rules and regulations will apply.

Note: In the event of any typographical errors, the official bidding documents will be considered as the final reference.
