Metropolitan Corporation Lahore (MCL) invites bids from eligible and experienced contractors/firms, registered with the Pakistan Engineering Council (PEC) in the relevant category, to carry out the following development work under the Single Stage – One Envelope bidding procedure.

Important Instructions for Bidders

1. Mode of Procurement
   The entire process will be conducted through the E-Procurement System (e-PADS).

2. Access to Documents
   Bidding documents and this notice are available on e-PADS and the PPRA official website.

3. Submission Process
   Bidders must upload their proposals as a PDF file on e-PADS, in line with Regulation 6(4) of PPR 2024.

4. Bid Evaluation Method
   Bids will be evaluated under the Least Cost Method in accordance with the Open Competitive Bidding procedure.

5. Earnest Money Requirement

   • A 3% earnest money (of the estimated bid cost) must be submitted in the form of CDR, Pay Order, or Bank Draft from any scheduled bank.

   • The original financial instrument must be submitted in person to the Metropolitan Officer (Infrastructure), accompanied by a covering letter on the contractor’s official letterhead.

   • Bids not supported by both scanned and hard copies of the earnest money will be rejected.

6. Deadline for Submission

   • Final date for submission of bids: 03 June 2025 at 10:30 AM

   • Bids will be opened on the same day at 11:00 AM via e-PADS and at Town Hall, Lahore

7. Required Documentation

   • All submitted documents must be signed and stamped by an authorized representative.

   • The price schedule and bid security should be submitted on the contractor's official letterhead.

8. Hard Copy Submission
   Alongside the online upload, a hard copy of the financial instrument must be provided as required under Regulations 6 & 8. Failure to do so will result in disqualification, as per circular L&M(PPRA)10-1/2011 dated 11 October 2024.

9. Right to Reject Bids
   The Metropolitan Corporation Lahore reserves the right to reject any or all bids, as per Rule 35 of Punjab Procurement Rules, 2014.

11. Other Terms

• No alterations or overwriting in electronically submitted bids will be accepted.

• Conditional, telephonic, or incomplete bids — or those submitted without earnest money — will be rejected.

• All relevant rules and regulations will apply.
