Metropolitan Corporation Lahore (MCL) invites eligible contractors to participate in an open and fair bidding process under the Single Stage – One Envelope procedure. Contractors must be registered with the Pakistan Engineering Council (PEC) under the required category to apply.

Project Overview

1. Method of Procurement
   The entire procurement process will be conducted through the Electronic Procurement and Disposal System (e-PADS).

2. Access to Documents
   The tender notice and bidding documents are available on both e-PADS and the PPRA website.

3. Submission Format
   Bids must be submitted in PDF format through e-PADS, in accordance with Regulation 6(4) of PPR 2024.

4. Evaluation Process
   The bidding will follow the Least Cost Method under the Open Competitive Bidding procedure.

5. Earnest Money Requirement

   • Bidders must submit 3% of the estimated cost as earnest money through CDR, Pay Order, or Bank Draft from any scheduled bank.

   • The original financial instrument must be delivered by hand to the Metropolitan Officer (Infrastructure) on the contractor’s official letterhead before the deadline.

   • Bids not accompanied by a scanned copy and hard copy of the earnest money will not be entertained.

6. Important Deadlines

   • Last date to submit proposals: 03 June 2025 at 10:30 AM

   • Bids will be opened: 03 June 2025 at 11:00 AM, both online (via e-PADS) and at Town Hall, Lahore

7. Required Documents

   • Bidding documents must be duly signed and stamped by the authorized representative of the bidding firm.

   • Price Schedule and Bid Security should be on the firm’s official letterhead.

   • A hard copy of the financial instrument must be submitted along with the uploaded soft copy.

8. Rejection & Clarifications

   • MCL reserves the right to reject any or all bids at any stage prior to final acceptance as per Punjab Procurement Rules, 2014 (Rule 35).

   • No amendments or overwriting in electronic bids will be accepted.

   • Conditional, telephonic, or incomplete bids and those without earnest money will be rejected.

   • All relevant procurement rules and regulations shall apply.
