Metropolitan Corporation Lahore (MCL) invites sealed online bids from PEC-registered contractors under the Single Stage – One Envelope bidding procedure for the following development work:

Key Instructions for Interested Bidders

1. Who Can Apply
   Only firms registered with the Pakistan Engineering Council (PEC) in Category C-4 or above are eligible to participate.

2. How to Apply
   The entire process will be conducted through the Electronic Procurement and Disposal System (e-PADS). Bidding documents can be downloaded from e-PADS or the PPRA website.

3. Submission Deadline
   Bidders must upload their signed and stamped proposal (in PDF format) on e-PADS by 10:30 AM on June 3, 2025. The bids will be opened electronically on the same day at 11:00 AM, both online and at the Town Hall, Lahore.

4. Earnest Money Requirement

   • Earnest money equal to 3% of the estimated cost must be provided.

   • Acceptable forms: Call Deposit Receipt (CDR), Pay Order, or Bank Draft from any scheduled bank.

   • The original document must be submitted in person to the Metropolitan Officer (Infrastructure) on the firm’s official letterhead before the bid closing time.

   • Bids without the scanned and original copy of earnest money will not be accepted.

5. Bid Format

   • Submit all required documents digitally on e-PADS and ensure they are signed and stamped by an authorized representative.

   • Include the price schedule and bid security on your company’s official letterhead.

   • A hard copy of the financial instrument is also required in addition to the uploaded version.

6. Evaluation Method
   Bids will be evaluated based on the Least Cost Method under an open competitive process.

7. Other Conditions

   • The procuring agency reserves the right to reject any or all bids in line with Rule 35 of Punjab Procurement Rules 2014.

   • No conditional, incomplete, or telephonic tenders will be entertained.

   • Any cuts or amendments in online bids will disqualify the bidder.

   • All applicable rules and regulations will be followed.
