Metropolitan Corporation Lahore (MCL) invites tenders from eligible firms/contractors for the following development project. Interested parties must be registered or have their registration renewed with the Pakistan Engineering Council (PEC) under the relevant category. The bidding process will follow a Single Stage – One Envelope procedure.

Instructions for Bidders

1. Electronic Submission Only:
   This procurement will be conducted through E-Procurement System (e-PADS). Bidding documents and tender details are available on e-PADS and the PPRA website.

2. Submission Format:
   Bidders must submit their proposals in PDF format through e-PADS as per Regulation 6(4) of the Punjab Procurement Rules (PPR) 2024.

3. Evaluation Method:
   Bids will be assessed using the Least Cost Method under an open competitive bidding procedure.

4. Earnest Money Requirements:

   • A security deposit equal to 3% of the estimated cost is mandatory.

   • This amount must be provided in the form of a CDR, Pay Order, or Bank Draft issued by a scheduled bank.

   • The original financial instrument must be submitted in person to the Metropolitan Officer (Infrastructure) on the official letterhead of the bidding firm before the bid submission deadline.

   • Online bids not accompanied by a scanned copy of the earnest money will be rejected.

5. Bid Deadline and Opening:

   • All proposals must be uploaded on e-PADS by 10:30 AM on 3rd June 2025.

   • The bids will be opened on the same day at 11:00 AM via e-PADS and at Town Hall, Lahore.

6. Document Requirements:

   • All bid documents must be signed and stamped by an authorized representative.

   • The price schedule and bid security should be presented on the firm’s letterhead.

7. Submission of Financial Instruments:

   • Bidders must submit both a soft copy (on e-PADS) and a hard copy (in person) of the financial instrument.

   • Failure to comply may result in disqualification as per PPRA Circular No. L&M(PPRA)10-1/2011, dated 11 October 2024.

8. Right to Reject:
   MCL reserves the right to reject any or all bids at any time before acceptance, in accordance with Rule 35 of the Punjab Procurement Rules 2014.

9. Other Conditions:

   • Bids must be free from overwriting or corrections.

   • Conditional bids or those without earnest money will not be considered.

   • All relevant rules and regulations apply.
