Metropolitan Corporation Lahore (MCL) invites eligible contractors and firms, registered and renewed with the Pakistan Engineering Council (PEC) under the appropriate category, to participate in the following development project. The bidding will follow the Single Stage – One Envelope procedure under an open competitive method.

Important Information for Bidders

1. Submission Method:
   All bids must be submitted electronically via the Punjab Government's E-Procurement System (e-PADS). Bidding documents and this tender notice are available on both e-PADS and the PPRA websites.

2. Bid Format:
   Proposals must be uploaded in PDF format on e-PADS in accordance with Regulation 6(4) of the Punjab Procurement Rules (PPR) 2024.

3. Evaluation Criteria:
   The contract will be awarded using the Least Cost Method, under the Single Stage – One Envelope bidding procedure.

4. Earnest Money Requirement:

   • A security deposit equal to 3% of the bid cost must be submitted as a CDR, Pay Order, or Bank Draft issued by any scheduled bank.

   • The original financial instrument must be submitted in person to the Metropolitan Officer (Infrastructure), on the official letterhead of the firm, before the bid submission deadline.

   • Bids without the scanned and/or original earnest money will not be considered.

5. Bid Submission Deadline:

   • Proposals must be uploaded on e-PADS by 03 June 2025, no later than 10:30 AM.

   • The bids will be opened the same day at 11:00 AM on e-PADS and at Town Hall, Lahore.

6. Document Requirements:

   • All submitted documents must be properly signed and stamped by an authorized representative.

   • The Price Schedule and Bid Security must be prepared on the contractor’s official letterhead.

   • A soft copy (uploaded) and hard copy (submitted in person) of the financial instrument are both mandatory. Non-compliance will be handled in line with PPRA Circular No. L&M(PPRA)10-1/2011 dated 11 October 2024.

7. Right to Reject:
   MCL reserves the right to reject any or all bids prior to award, under Rule 35 of the Punjab Procurement Rules 2014.

8. Additional Notes:

   • No alterations or overwriting in the submitted bids will be accepted.

   • Conditional bids or those submitted without earnest money will not be entertained.

   • All other relevant procurement rules and procedures shall apply.

   • In case of any typographical error in this notice, the original documents shall be treated as final.
