Metropolitan Corporation Lahore invites online bids from eligible and PEC-registered contractors for the following infrastructure development work under the Single Stage – One Envelope bidding procedure. The details of the project are as follows:

Instructions for Bidders

1. Mode of Procurement
   The entire process will be conducted via E-Procurement through EPADS. All relevant documents and the bidding notice can be accessed on the EPADS system. Submissions found to be corrupt, virus-infected, or unreadable will be rejected in accordance with Regulation 8(4) of the Punjab Procurement Rules (PPR), 2024.

2. Bid Submission Process
   Bidders must upload a PDF version of their complete bid documents on EPADS by 03-06-2025 at 10:30 AM. The bids will be opened the same day at 11:00 AM, both on EPADS and at the Town Hall, Lahore.

3. Earnest Money Requirement
   A refundable earnest money equivalent to 3% of the bid cost must be submitted via CDR, Pay Order, or Bank Draft from a scheduled bank.

   • The original financial instrument must be physically submitted to the Metropolitan Officer (Infrastructure), on the firm’s letterhead, before the deadline.

   • Additionally, a scanned copy of the same must be uploaded with the online bid.

   • Bids submitted without these requirements will be considered invalid.

4. Bid Format and Requirements

   • All bid documents must be duly signed and stamped by the authorized signatory of the firm.

   • The price schedule and bid security must be submitted on the contractor's official letterhead.

   • Both soft and hard copies of the financial instruments are mandatory.

5. Bid Evaluation Method
   The procurement will follow the Least Cost Method, under an open and competitive bidding framework.

6. General Conditions

   • No changes or overwriting will be accepted in the electronically submitted bids.

   • Conditional, incomplete, or telephonic bids will not be entertained.

   • All applicable rules of the Punjab Procurement Regulatory Authority (PPRA) will apply.

   • The procuring agency reserves the right to reject any or all bids prior to acceptance, as per Rule 35 of Punjab Procurement Rules 2014.

Note: In case of any typographical error in this notice, the contents of the original bidding documents shall prevail.
