Metropolitan Corporation Lahore (MCL) invites e-tenders from eligible and PEC-registered contractors/firms under a Single Stage – One Envelope procedure for the execution of the following development work:

Project Overview:

1. Eligibility: Only contractors/firms who are registered and renewed with the Pakistan Engineering Council (PEC) in Category C-4 or above are eligible to apply.

2. Mode of Procurement: The tendering process will be conducted through e-Procurement (e-PADS). Tender documents and bidding instructions are available on e-PADS and the Punjab PPRA website.

3. Bid Submission:

   • Bidders must upload their proposals in PDF format on e-PADS as per Regulation 6(4) of PPR 2024.

   • The deadline for submission is June 3, 2025, by 10:30 AM. Bids will be opened on the same day at 11:00 AM, both electronically and at the Town Hall, Lahore.

4. Earnest Money:

   • A bid security equal to 3% of the estimated cost must be submitted in the form of Call Deposit Receipt (CDR), Pay Order, or Bank Draft, issued by a scheduled bank.

   • The original instrument must be submitted to the Metropolitan Officer (Infrastructure) on company letterhead before the bid opening time.

   • Bids without the original or scanned copy of the bid security will not be entertained.

5. Document Requirements:

   • Bidding documents must be signed and stamped by the authorized representative of the bidder.

   • The price schedule and bid security must be prepared on the contractor’s official letterhead.

   • Both a soft copy (uploaded to e-PADS) and a hard copy of the financial instrument must be provided.

6. Evaluation and Acceptance:

   • The bidding process will follow the Least Cost Method under Open Competitive Bidding.

   • The procuring agency reserves the right to reject any or all bids at any stage, prior to final acceptance, as per Rule 35 of the Punjab Procurement Rules 2014.

7. General Conditions:

   • No bid containing cuttings, amendments, or conditional clauses will be accepted.

   • Telephonic or verbal bids and those without earnest money are strictly prohibited.

   • All bids must comply with relevant procurement rules and regulations.

8. Clarifications: For further information or clarification, interested bidders may contact the office of the Chief Officer, Metropolitan Corporation Lahore during working hours.

Note: In the case of any typographical discrepancies, the original documents will take precedence.
