Metropolitan Corporation Lahore (MCL) invites eligible and PEC-registered contractors to participate in a development project under a Single Stage - One Envelope procedure. The details of the work are as follows:

Project Overview

Key Instructions for Bidders

1. Submission Platform
   All bidding will be conducted through the e-Procurement System (e-PADS). Bidders can access the e-Tender Notice and bidding documents via the official EPADS and PPRA platforms.

2. E-Bid Format
   Proposals must be uploaded as PDF files on e-PADS, following the requirements of Regulation 6(4) of the Punjab Procurement Rules (PPR) 2024.

3. Bidding Process & Evaluation

   • The process is based on Single Stage - One Envelope bidding.

   • Evaluation will follow the Least Cost Method, as per open competitive bidding norms.

4. Earnest Money Requirement

   • A bid security of 3% of the estimated cost is required in the form of a Call Deposit Receipt (CDR), Pay Order, or Bank Draft from any scheduled bank.

   • The original financial instrument must be submitted to the Metropolitan Officer (Infrastructure), along with a cover letter on the firm's letterhead, before the bid deadline.

   • Bids without the scanned copy of the earnest money will not be accepted.

5. Submission Deadline

   • The complete bid proposal must be uploaded to e-PADS by 10:30 AM on 3rd June 2025.

   • Bids will be opened the same day at 11:00 AM at Town Hall, Lahore and through e-PADS.

6. Bid Document Requirements

   • All documents must be properly signed and stamped by an authorized representative of the bidding firm.

   • The price schedule and bid security must be submitted on the contractor’s official letterhead.

7. Dual Submission of Financial Instrument

   • Bidders are required to submit a physical copy of the financial instrument in addition to the digital copy uploaded on e-PADS.

   • Non-submission of either may lead to disqualification, as per PPRA circular L&M(PPRA)10-1/2011 dated 11 October 2024.

8. Right to Reject
   The procuring agency reserves the right to reject any or all proposals before final acceptance, in line with Rule 35 of the Punjab Procurement Rules 2014.

9. Additional Information

   • Bidders can contact the Procuring Agency directly for any clarification or further details.

   • No changes, overwriting, or amendments will be accepted in the electronic submission.

   • Bids received via telephone, without earnest money, or with conditional terms will not be entertained.

10. Note
    In case of any typographical errors in this notice, the information provided in the original documents shall prevail.
