Key Instructions for Bidders

1. E-Procurement Submission Only
   All procurement activities will be conducted electronically via the e-Procurement System (e-PADS). Bidding documents are available on both the e-PADS and PPRA websites.

2. File Format
   Bidders must upload their proposals in PDF format on the e-PADS portal, in accordance with Regulation 6(4) of the Punjab Procurement Rules (PPR), 2024.

3. Bidding Process
   The process follows an Open Competitive Bidding Method, and bids will be evaluated on the Least Cost Method.

4. Earnest Money Requirements

   • An earnest money deposit of 3% of the bid amount is required.

   • This should be submitted as a Call Deposit Receipt (CDR), Pay Order, or Bank Draft issued by a scheduled bank.

   • The original document must be presented in person to the Metropolitan Officer (Infrastructure), along with the firm's official letterhead, prior to the bid submission deadline.

   • Online bids that are not accompanied by a scanned copy of the earnest money will be rejected.

5. Submission Deadline

   • All bids must be uploaded to e-PADS by 10:30 AM on 3rd June 2025.

   • Bids will be opened on the same day at 11:00 AM, both electronically via e-PADS and in person at Town Hall, Lahore.

6. Bid Document Requirements

   • All submitted documents must be properly signed and stamped by the authorized person representing the contractor.

   • The price schedule and bid security must be presented on the contractor’s official letterhead.

7. Submission of Financial Instruments

   • Bidders must provide both a scanned copy (uploaded online) and a physical copy (hard form) of the financial instrument as required by Regulations 6 and 8.

   • Failure to provide either may result in disqualification, as per Circular No. L&M(PPRA)10-1/2011, dated 11 October 2024.

8. Right to Reject Bids
   The procuring agency reserves the right to reject any or all bids at any stage before final acceptance, as outlined in Rule 35 of the Punjab Procurement Rules 2014.

9. General Conditions

   • No overwriting or amendments will be accepted in electronic submissions.

   • Telephonic, conditional, or bids without the required earnest money will not be entertained.

   • All other relevant procurement rules and regulations will be strictly followed.
