Lahore Development Authority invites tenders on item rate basis under the Single Stage – Two Envelope Procedure (as per Rule 38(2)(a) of PPRA Rules 2014, amended up to date). Reputable engineering firms and contractors who are:

• Registered on EPADS,

• Possess a valid PEC License in the relevant category,

• Are active NTN and PNTN filers,

are eligible to participate in the e-tendering process for the following WASA rehabilitation schemes in Lahore:

Instructions to Bidders

• Firms must register with EPADS to participate in the e-procurement process.

• Technical and Financial Proposals must be submitted as per the bidding documents. All rates should be quoted in both figures and words, and all tender documents must be duly signed.

• Only Technical Proposals will be opened initially. Financial Proposals of technically responsive bidders will be opened later at a date to be communicated.

• Each bid must be accompanied by 5% Bid Security of the estimated cost, submitted in the form of a Bank Guarantee from a scheduled bank of Pakistan in favor of the Lahore Development Authority.

• The original bid security must be submitted in the office of the undersigned before the submission deadline; failure to do so will lead to disqualification.

• If the submission day falls on a public holiday, the opening will be held on the next working day.

• Incomplete, conditional, or corrupt bids (including those with viruses or unreadable formats) will be rejected.

• The successful firm will be responsible for all applicable taxes at the time of payment release.

• All procurement will strictly adhere to PPRA Rules.
