Invitation for E-Bids
Program: Community Empowerment and Strengthening of Healthcare Access through Maryam Nawaz Health Clinic
For Financial Years 2024–25 & 2025–26

The Secretary, Health & Population Department, Government of Punjab invites e-bids from financially sound firms or consortiums registered with GST and NTN for the Provision of Call Centre Services. This service is required to support verification processes for various healthcare services under the scheme titled “Community Empowerment and Strengthening of Healthcare Access through Maryam Nawaz Health Clinic.”

Scope of Work

The selected service provider will be responsible for operating a call center to facilitate verification and support for a range of public healthcare services during the financial years 2024–25 and 2025–26. Detailed Terms of Reference (TORs) and service requirements are available in the bidding documents.

Eligibility & Participation

• Registered firms (or consortiums) with valid GST and NTN numbers.

• Demonstrated financial capacity to undertake large-scale service provision.

• Bidders may apply individually or in a consortium.

Bidding Procedure

• The bidding will be conducted under the Single Stage - Two Envelope procedure in accordance with Rule 38(2)(a) of the Punjab Procurement Rules 2014 (amended).

• Separate technical and financial proposals must be submitted as per the instructions in the bidding documents.

Submission Guidelines

• Deadline for e-bid submission: Tuesday, 3rd June 2025 at 11:00 AM

• E-bids must be submitted via EPADS (e-Pak Acquisition and Disposal System).

• Bid Opening: Bids will be opened on the same day at 11:30 AM in the Committee Room of the Directorate of IRMNHC & Nutrition Program, 05-Montgomery Road, Lahore, in the presence of bidders or their representatives.

Bid Security

• An original bid security of 1% of the estimated bid value must be submitted physically to:
  Directorate of IRMNHC & Nutrition Program, 05-Montgomery Road, Lahore.

• Acceptable formats include Pay Order, Bank Draft, Call Deposit Receipt (CDR), or Bank Guarantee from any scheduled bank.

• A scanned copy of the bid security must also be attached with the technical bid online.

Additional Information

• All quoted prices must include all applicable government taxes.

• Bidders are strongly advised not to wait until the last moment for uploading bids to avoid technical issues.

• All procurement processes will be governed under Punjab Procurement Rules 2014 (amended).

• The Health & Population Department reserves the right to reject all bids prior to acceptance, as per Rule 35 of the same rules.
