TENDER NOTICE – EPADS (Single Stage, Single Envelope Procedure)

Tenders are invited from registered and eligible firms/contractors through the Punjab Government’s E-PAD system for the financial year 2024–2025. The following works are open for bidding:

Important Instructions for Bidders

1. Eligibility & Registration: Only firms/contractors registered with E-PAD are eligible to participate, in line with the directions of the Punjab Government.

2. Bid Submission:

   • All bids must be submitted electronically through the E-PAD system.

   • Manual bids will not be accepted under any circumstances.

   • Deadline for bid submission is 03-06-2025 at 12:00 PM.

   • Bids will be opened on the same day at 12:30 PM in the office of the XEN (O&M-I), Nishter Town, in the presence of the tender opening committee and attending contractors or their representatives.

3. Earnest Money:

   • An original CDR (Call Deposit Receipt) equivalent to 2% of the estimated cost must be submitted to the XEN office at least half an hour before the bid opening time.

   • Bids without earnest money will not be considered.

4. Integrity of Submission:

   • No alterations or cuttings are allowed in the electronically submitted bids.

   • Telephonic or conditional bids will not be entertained.

5. Clarifications & Scope of Work:

   • Detailed information and scope of work can be obtained from the XEN office during working hours on any working day.

6. Applicable Taxes:

   • All applicable taxes must be paid by the contractor at the time of release of payment, as per Government of Punjab rules.

7. PPRA Compliance:

   • All tender processes will be conducted strictly under current PPRA Rules.

   • Any violations may result in the rejection of the bid.

8. Blacklisting on Misconduct:

   • Submission of fake documents, CDRs, or incorrect information will result in disqualification, blacklisting, and formal action through PPRA and PEC.

9. Right to Reject:

   • The procuring agency reserves the right to reject any or all bids at any stage before acceptance under PPRA Rule-35.
