TENDER NOTICE

The Lahore Development Authority (UD Wing) invites bids for the following works under the Item Rate System, using the Single Stage – Two Envelope procedure in accordance with Rule 38(2)(a) of the Punjab Procurement Rules 2014 (amended).

Only Engineering Firms and Contractors registered on EPADS, holding a valid PEC License in the relevant category and having active NTN and PNTN numbers, are eligible to participate. All procurement will follow PPRA Rules strictly.

Instructions for Bidders

1. Registration on EPADS:
   Firms must register on the EPADS portal of the Punjab Procurement Regulatory Authority by providing the required information.

2. Eligibility to Participate:
   After successful registration on EPADS, firms may take part in all e-procurement activities.

3. Availability of Documents:
   Technical and Financial bidding documents will be available immediately once this notice is uploaded on the EPADS portal.

4. Submission of Bids:

   • Technical proposals must fully comply with the technical evaluation criteria.

   • Financial proposals must quote rates and amounts in both figures and words as per the BOQ available online.

   • All bids must be signed as per the instructions in the tender documents.

5. Public Holiday Clause:
   If the opening date falls on a public holiday, bids will be opened on the next working day.

6. Mode of Submission:
   Only e-bids submitted through EPADS will be accepted. Bids submitted by post, courier, or any other method will not be entertained.

7. Format of e-Bids:
   Technical and Financial proposals must be uploaded in PDF format as required under Regulation 6(4) of PPRA Regulations 2024.

8. Opening of Bids:

   • Only Technical Proposals will be opened on the tender opening day.

   • Financial Proposals of technically qualified bidders will be opened later at the announced date and time.

9. Bid Security:
   Bids must include bid security equal to 5% of the estimated cost, submitted as a Bank Guarantee from a scheduled bank of Pakistan in favor of the Lahore Development Authority.
   The guarantee must remain valid for at least 30 days beyond the bid validity period.

10. Submission of Original Bid Security:
    Original bid security must reach the office of the undersigned before the submission deadline, failing which the bidder will be disqualified.

11. Corrupt or Unreadable Files:
    Any e-bid found corrupt, unreadable, or infected with a virus will be rejected under Regulation 8(4) of PPRA Regulations 2024.

12. Conditional Bids:
    Conditional or incomplete bids will not be accepted.

13. Taxes:
    The contractor will be responsible for all applicable federal and provincial taxes at the time of payment release.

14. Compliance with PPRA Rules:
    All PPRA rules shall apply without exception.

15. Response Time:
    Response time will be calculated from the date this tender appears on the PPRA website.
