TENDER NOTICE

The Lahore Development Authority (UD Wing) invites tenders for the following works under the Item Rate System, using the Single Stage – Two Envelope procedure as per Rule 38(2)(a) of the Punjab Procurement Rules 2014 (amended).

Only those Engineering Firms and Contractors registered on EPADS, holding active PEC licenses in the required categories, and having valid NTN and PNTN numbers are eligible to participate. All procurement will be carried out strictly in line with the applicable PPRA Rules.

From Railway Station to Azadi Chowk, including remodeling of the Railway Station area and improvement/upgradation of road up to Azadi Interchange

Instructions for Bidders

1. Firms must be registered on the EPADS portal of Punjab Procurement Regulatory Authority by submitting the required information.

2. Once registered on EPADS, eligible contractors may participate in all e-procurement activities.

3. Bidding documents (Technical and Financial) will be available on EPADS immediately upon publication of this notice.

4. Technical proposals must strictly follow the technical evaluation criteria.

   • Financial bids must include rates and amounts written both in figures and words as per the BOQ available online.

   • All bids must be signed as directed in the tender documents.

5. In case the opening date falls on a public holiday, the tender will be opened on the next working day.

6. Only bids uploaded through EPADS will be accepted. Submissions via post, telegraph, or any other means will not be entertained.

7. Technical and Financial proposals must be uploaded in PDF format as e-bids in accordance with Regulation 6(4) of PPRA Regulations 2024.

8. Only the Technical Proposals will be opened on the tender opening day. Financial bids of technically qualified bidders will be opened later at the announced date and time.

9. A bid security equal to 5% of the estimated cost must be submitted as a Bank Guarantee issued by any scheduled bank in favor of the Lahore Development Authority.

10. Original bid security must be submitted to the office of the undersigned before the submission deadline, otherwise the bidder will be disqualified.

11. Any e-bid found corrupted, unreadable, or virus-infected will be rejected as per Regulation 8(4) of PPRA Regulations 2024.

12. Conditional bids will not be accepted.

13. Contractors are responsible for all applicable taxes at the time of payment release.

14. All PPRA Rules apply strictly without exception.

15. Response time shall be calculated from the date of publication of this tender on the PPRA website.
