The Cantonment Board Sargodha invites sealed bids from well-reputed firms that are duly registered, hold valid NTN and STRN numbers, and possess the relevant codes and category as required in the Bidding Documents. Qualified suppliers, as defined under the general order supplier scope in the bidding documents, are invited to participate for the following works:

Instructions to Bidders

1. Bidding documents are available only on the PPRA E-PADS portal. No hard copies will be issued.

2. Only firms registered on PPRA E-PADS are eligible. Bidders must upload complete and authenticated e-bids (in PDF format) through the online e-Procurement system.

3. Bid Security/Earnest Money must be submitted as a CDR in favour of the Cantonment Executive Officer, Cantonment Board Sargodha.

   • CDR must be issued from a scheduled bank in the firm’s name.

   • A scanned copy must be uploaded on E-PADS.

   • The original CDR must be submitted at least three days before the bid opening.

   • Pay Orders are not acceptable.

4. Bidders must upload a scanned certificate, on original judicial stamp paper worth Rs. 1200/-, confirming the firm is not involved in any litigation.

5. All bids must be submitted online through E-PADS before the closing date, along with the original documents as per Rule 36(b) of the Public Procurement Rules 2004.

6. Procurement will follow the Single Stage – Single Envelope procedure.

   • Both Technical and Financial Proposals must be submitted.

   • Only technical bids will be opened initially; financial bids will be opened for technically qualified bidders only.

7. Bids will be opened publicly on 24 December 2025 at 2:30 PM at the office of the Cantonment Board Sargodha, Club Road, Sargodha Cantt, in the presence of authorized representatives who choose to attend.

8. If a bid is 10% or more below the NIT amount, the bidder must submit an additional performance call deposit equal to the difference between the NIT amount and the quoted amount minus 10% of the NIT amount.

   • This deposit is in addition to the earnest money.

9. Bids without the required performance security will be rejected.

10. Firms must submit attested copies of all required documents along with the original CDR/Bid Security.

11. Quoted rates must be inclusive of all applicable federal and provincial taxes.

12. The successful bidder will be required to sign an agreement with the procuring agency, with all tender terms and conditions forming part of the contract.

13. Firms that are blacklisted, involved in litigation, or engaged in corrupt or fraudulent practices will be declared non-responsive.

14. In case of a public holiday, the tender will be opened on the next working day.

15. Firms submitting false or misleading information will face legal action and disqualification.

16. The procuring agency reserves the right to reject all bids, as allowed under PPRA Rule 33.
