How to Participate

Bidding will follow the Single Stage – Two Envelope procedure under Rule 38 (2)(a) of the Punjab Procurement Rules 2014 (Amended).

Bids must be submitted online through the E-PADS (E-Pak Acquisition and Disposal System) portal. Only bids submitted on E-PADS will be accepted.

The original bid security—in the form of a Bank Guarantee, CDR, Pay Order, Bank Draft, or Call Deposit—must be submitted physically to the Purchase Cell before the closing time on 23 December 2025 at 11:00 AM.

All procurement processes—including receiving, opening, evaluation, and award—will be carried out strictly under the Punjab Procurement Rules 2014 (Amended).

Bidders are strongly advised to upload their bids on the E-PADS portal well before the deadline. The responsibility for timely submission lies solely with the bidder.

The Directorate reserves the right to reject any or all bids at any stage, in accordance with Rule 35 of the Punjab Procurement Rules 2014.

The response time for this tender shall be calculated from the date of its publication on the PPRA website.
