IESCO invites sealed bids from qualified contractors registered with the Pakistan Engineering Council (PEC) and renewed for the year 2024-25, along with up-to-date registration with the relevant Provincial Revenue Authority for Sales Tax on services or Islamabad Capital Territory (ICT), as applicable.

Project Overview:

The project involves the construction of tower foundations, RCC pile foundations, erection, stringing, dismantling of the existing line, and implementation of the Environmental Management and Monitoring Plan (EMMP) for reconductoring and remodeling of the 132 kV double circuit transmission line from Burhan to AWC to HMC Taxila to CDA Pumping Sangjani (total length 35.51 km). This is part of the IESCO 7th Stage Project funded through IESCO’s own resources.

Eligibility Criteria:

• The bidder must be registered with the Pakistan Engineering Council (PEC) for 2024-25 in category C-4 with specialization codes CE-02, CE-10, and EE-05.

• Valid registration with the Provincial Revenue Authority for Sales Tax on services or Islamabad Capital Territory (ICT), whichever applies.

• In case of a Joint Venture (JV), all partners must meet the above PEC and tax registration requirements.

• The bidder or JV must have a minimum of five years’ experience in relevant construction work.

• The bidder or JV must be a natural person, private entity, government-owned enterprise, or any combination thereof, and must be an active taxpayer.

• Income tax returns for the last three years, duly verified by the Federal Board of Revenue (FBR), must be submitted.

• The bidder/JV must have successfully completed at least two similar contracts in the last ten years with a minimum aggregate value of PKR 117 million. Each contract should be no less than 30% of the estimated cost.

• Financial criteria must be met for the last three years, supported by audited financial statements from a reputable chartered accountancy firm, as follows:

  • Aggregate net worth for the last three years (no negative net worth in any year).

  • Average Annual Turnover (AATO) of at least PKR 178 million.

  • Financial resources/cash flow of at least PKR 20 million.

Bidding Procedure and Important Information:

• Bidding will be conducted under the National Competitive Bidding (NCB) method using Single-Stage, Two-Envelope (SSTE) procedure.

• Interested bidders may obtain the bidding documents from the office of the Chief Engineer (Development), IESCO Headquarters, Islamabad, on any working day during office hours.

• A non-refundable fee of PKR 5,000 will be charged for the bidding documents.

• Bidding documents will be issued only to authorized representatives with a valid authority letter from the bidding firm.

• Bids must be accompanied by a Bid Security of PKR 3,500,000 in the form of a Bank Guarantee, CDR, or Bank Draft from a scheduled bank, payable to the Chief Engineer (Development), IESCO.

• Bid Security must remain valid for 28 days beyond the bid validity period of 90 days.

• Bids must be delivered to the office of the Chief Engineer (Development), IESCO, Street No. 40, Sector G-7/4, Islamabad, no later than 11:00 AM on June 18, 2025.

• Technical bids will be opened at 11:30 AM on the same day in the presence of bidders or their authorized representatives.

• Financial bids will remain sealed and will only be opened for those bidders who are declared technically, commercially, and financially responsive.

• Bids received via email or conditional bids will not be accepted.

• In case the bid opening day is declared a holiday (announced or unannounced), the bids will be opened on the next working day at the same time and venue.

• IESCO reserves the right to reject any or all bids in accordance with Rule 33(1) of the Public Procurement Regulatory Authority (PPRA) Rules 2004 (as amended).
