The Project Management Unit (PMU) under the Board of Revenue, Government of Punjab is implementing the PULSE Project with financial support from the World Bank. As part of this initiative, the PMU invites sealed bids from qualified firms for carrying out Android-based survey services in the following districts:

Survey Lots (Package-II – Phase 4):

  • Lot 1: Gujranwala District

  • Lot 2: Kasur District

  • Lot 3: Sheikhupura District

Firms may bid for one or more lots.

Bidding Process:

  • The bidding will follow the Single Stage – One Envelope procedure under the National Competitive Procurement method, based on the World Bank’s Procurement Regulations for IPF Borrowers (November 2020).

  • Bids are open to all eligible firms as defined in the Procurement Regulations.

How to Obtain Bidding Documents:

  • The complete bidding documents (in English) can be downloaded free of cost from the PULSE Project website under the Procurement Section.

  • For any additional information or clarifications, interested firms may contact the Procurement Specialist at the PMU (contact details below).

Bid Submission Details:

  • Deadline for bid submission: June 12, 2025, at 11:00 AM

  • Bid opening: Immediately after the submission deadline, in the presence of bidders or their representatives who wish to attend.

  • Mode of submission: Only hard copy bids will be accepted. Electronic bids will not be considered.

  • Security requirement: Each bid must include a Bid-Securing Declaration, as specified in the bidding documents.

Important Note:

As per World Bank regulations, the successful bidder must disclose their beneficial ownership information using the form provided in the bidding documents. This disclosure will form part of the Contract Award Notice.
