Faisalabad Electric Supply Company (FESCO) invites sealed bids from qualified and experienced contractors for various civil works under the National Competitive Bidding (NCB) procedure. Bidding is open to firms pre-qualified or registered with DISCOS, NTDC, or WAPDA.

Eligibility Criteria

To participate, bidders must:

Be registered with the Pakistan Engineering Council (PEC) for 2024–25 with specialization code CE-10.
Be on the Active Taxpayer List (ATL) and provide income tax returns for the last 3 years.
Be registered with the Punjab Revenue Authority for Sales Tax.
Submit a copy of CNIC of the contractor/managing partner/director.
Submit applications personally; tenders will only be issued to the firm’s owner or authorized signatory.
Have successfully completed at least two similar contracts within the past 10 years as the main contractor, with a combined value exceeding 40% of the estimated cost.
Show an average annual turnover of at least double the estimated amount over the last 3 years (must be certified by audited financial statements).
Demonstrate access to cash or equivalents equal to 20% of the contract value and provide the last 12 months’ bank statements.
Submit separate applications for each tender.

Bidding Process

Procedure: Single Stage – Single Envelope
Tender Collection Deadline: Up to 3rd June 2025 from the office of the Superintending Engineer (Civil), FESCO, Faisalabad.
Tender Opening Date: 4th June 2025
- Time: 11:30 AM (submission deadline), opened at 12:00 Noon
Bid Validity: 150 days
Bid Security: 5% of the BOQ amount, in the form of a bank draft payable to Executive Engineer (Civil), Civil Works Division-II, FESCO Faisalabad, valid for 28 days beyond bid validity.
Document Fee: Rs. 3,000 per tender (non-refundable)

Important Guidelines

All procurement will follow PPRA Rules, 2004, with amendments up to 2022.
No conditional or electronic bids will be accepted.
Bids must be complete; partial or incomplete bids will be rejected.
No rebate on quoted rates is acceptable.
Bidders must adhere to all safety protocols as per NEPRA Safety Code.

Right to Reject

FESCO reserves the right to accept or reject any or all bids without assigning any reason, as per Rule 33(1) of the PPRA Rules.
