Hiring of Consultancy Services for Preparation of Master Plans for Twelve District Headquarter Cities of Khyber Pakhtunkhwa

The Urban Policy and Planning Unit (UPPU), under the Planning & Development Department, Government of Khyber Pakhtunkhwa, invites qualified consultancy firms to submit proposals for the preparation of Master Plans for twelve key district headquarter cities across the province. These master plans aim to guide the future urban development of these cities over a 20-year strategic horizon, addressing every sector of growth including land use, infrastructure, environment, economic zones, and regional connectivity.

This initiative falls under the Annual Development Programme (ADP) 2024-25, scheme titled:

"Preparation of Master Plans for Major Urban Centres (Divisional/District) Headquarters of Khyber Pakhtunkhwa"

Scope of Work

Firms are expected to deliver comprehensive master planning solutions that are inclusive, data-driven, and actionable. The planning will involve current assessments, projections, stakeholder engagements, and a phased roadmap for each city’s growth.

The assignment is divided into four distinct packages, as detailed below:

Important Submission Details

• Eligibility Criteria:
  Firms must be registered with PEC/PCATP, FBR, and KPRA and have demonstrated experience in Master, Structure, or Strategic Urban Planning.

• Submission Deadline:
  26th June 2025 at 02:00 PM

• Opening of Technical Proposals:
  Same day, 26th June 2025 at 02:30 PM

• Submission Format:

  • One original and two copies of both Technical and Financial Proposals

  • Proposals must be sealed in separate envelopes

  • Clearly mention the Package Number and Cities on the outer envelope

• Pre-Bid Meeting:
  Scheduled for 10th June 2025 at 11:00 AM at the address below

Additional Notes

• Proposals will be evaluated using the Quality and Cost Based Selection (QCBS) method in line with Rule 23(b) of KPPRA Rules.

• Only technically qualified bidders will be invited to the opening of Financial Proposals.

• Government taxes (federal, provincial, and any other applicable) will be deducted as per prevailing laws.

• Firms may submit separate RFPs for one or more packages.

• UPPU reserves full right to reject any or all proposals without assigning any reason, under KPPRA Rules 2014.

• Incomplete or improperly submitted applications will not be considered.
