The Bhakkar Canal Division, Punjab Irrigation Department invites electronic bids for the following work under the Single Stage-Two Envelope (SSTE) Bidding Procedure. Bids are invited from contractors registered with FBR and PPRA with at least five years of relevant experience, under a framework contract for the financial year 2025-26 (extendable), in accordance with PPRA Rules 2014 (amended to date) and using the EPADS (E-Punjab Acquisition and Disposal System).

Participation Requirements:

Contractors/firms must be registered with Punjab PPRA at www.ppra.punjab.gov.pk) Registration guidance is available on the EPADS website (www.punjab.eprocure.gov.pk).

Tender notice and bidding documents containing detailed requirements, terms, and conditions are available free of cost to registered bidders on EPADS and the PPRA website.

All bids must be uploaded online through EPADS by 23-12-2025, 02:00 PM. Manual submissions will not be accepted.

The original Earnest Money (CDR or Bank Guarantee) and supporting documents must be physically submitted to the Superintending Engineer, Bhakkar Canal Circle, Bhakkar by the bid submission deadline. Bids without the original earnest money will be considered non-responsive.
Bid Opening & Evaluation:

Technical bids of responsive bidders will be opened on 23-12-2025, 02:00 PM at the office of the Superintending Engineer in the presence of bidders or their authorized representatives.

Financial bids of only technically qualified bidders will be opened after evaluation; non-compliant bids will be returned unopened.

Bidders must submit an undertaking on judicial stamp paper confirming the accuracy of their technical bid and that the firm is not blacklisted.
Successful Bidder Requirements:

Furnish a performance guarantee (CDR/Bank Guarantee) as per PPRA Rule 56.

Mobilize within 7 days of the acceptance letter.

Submit a time-bound execution schedule within 7 days of the acceptance letter.

Execute an agreement with the Executive Engineer within 15 days of acceptance.
Additional Notes:

Payment will be made based on actual work done and subject to fund availability. Delays in payment due to non-receipt of funds will not incur interest.

Conditional, incomplete, or non-compliant bids will be rejected.

The procuring agency may reject any or all bids under PPRA Rule 35 and will communicate the grounds upon request, without obligation to justify them.

All conditions are governed by PPRA Rules 2014 (amended to date), the Standard Contract Agreement, and instructions from the Finance and Irrigation Departments.
