The Tourism Development Corporation Punjab (TDCP), through its Project Management Unit (PMU), invites bids from well-reputed and eligible construction firms for the execution of the following development project:

Project Details

Name of Work:
Improvement and Up-gradation of TDCP Indus Picnic Resort, Daud Khel, Mianwali

Estimated Cost:
PKR 538.513 Million

Bid Security:
PKR 10.77 Million (2% of the estimated cost)

Contract Duration:
7 Months

Eligibility (PEC):
Firms registered with PEC Category C-2 or above, with relevant codes

Eligibility Criteria

Bids are invited from firms that meet the following requirements:

• Registered on e-PADS in accordance with PPRA Regulations-2024

• Possess a valid PEC license in the relevant category

• Active NTN filer and registered with Punjab Revenue Authority (PRA)

• Annual construction turnover equal to or exceeding the estimated project cost

• Minimum two completed public-sector projects of similar nature within the last five years, supported by completion certificates

• Not blacklisted by PPRA or TDCP

Bidding Procedure

• Procurement shall be conducted only through e-PADS under the Single Stage, Single Envelope procedure

• Bids must be submitted electronically on or before 20 January 2026 by 03:00 PM

• Bids will be opened on the same day at 03:30 PM through e-PADS

• Manual submissions will not be accepted

Bid Security Requirements

• Bid security of PKR 10.77 Million must be provided in the form of a Call Deposit Receipt (CDR) or Unconditional Bank Guarantee

• The bid security must be issued in favor of:
  Tourism Development Corporation Punjab (TDCP)

• A scanned copy of the bid security must be uploaded on e-PADS

• The original bid security must be submitted to the office of the Project Director, PMU-TDCP, before the e-bid submission deadline

• Failure to submit the original bid security will result in rejection of the bid

Important Instructions

• All bids must be uploaded in PDF format through e-PADS

• Each page of the bid must be properly signed and stamped

• Bids found corrupt, unreadable, incomplete, or containing malicious files shall be rejected as per PPRA Regulations-2024

• The contractor shall be responsible for payment of all applicable taxes as per prevailing rules

• TDCP reserves the right to accept or reject any or all bids in accordance with PPRA Rules-2014

Submission of Documents

Bidders must upload and attach the following documents with their e-bids:

• Certificate of firm registration

• Copy of CNIC

• Valid PEC license

• Active NTN and PRA registration

• Details of at least two completed public-sector projects

• Non-blacklisting certificate from PPRA and TDCP
