Notice Inviting Tender (Through EPADS)

The Divisional Forest Officer, Wildlife Division Dera Ismail Khan, invites electronic bids from eligible and experienced firms/contractors in accordance with the KPPRA Procurement Rules, 2014, under the Single Stage, Single Envelope procedure.

These tenders are invited for civil works under the development project titled:

“Feasibility Study and Establishment of Pheasantries and Wildlife Parks in Khyber Pakhtunkhwa (Hathala Pheasantry Component)”

Completion Period: As per Engineer’s Estimate
Bid Submission Deadline: 20 January 2026 at 12:00 Noon
Bid Opening: Same day at 12:30 PM

Bidding Documents & Submission

• Bidding documents for both packages can be downloaded from the official EPADS portal after publication of this notice.

• Bidders must fill the documents neatly and upload clear, readable scanned copies at the time of electronic submission.

• Firms wishing to participate must be registered on the EPADS system.

Bidders are required to:

• Submit online bids through EPADS, and

• Send hard copies of the complete bid documents, including:

  • Original tender form

  • Original bid security

  • Additional security (if applicable)

  • Detailed rate analysis (if applicable)

Hard copies must be submitted in a sealed envelope through registered courier to the office of the Divisional Forest Officer, Wildlife Division D.I. Khan, before the bid submission deadline.

Bid Security

• Bid security shall be 2% of the Engineer’s Estimate for each package

• It must be in the form of a Call Deposit Receipt (CDR) from any scheduled bank of Pakistan

• The CDR must be in favor of Divisional Forest Officer, Wildlife Division D.I. Khan

• Separate bid securities are required for each package

Any cutting, overwriting, or discrepancy between electronic submissions and hard copies will result in disqualification and the bid will be treated as non-responsive.

Eligibility & Required Documents

Interested firms/contractors must submit the following:

• Copy of National Identity Card (CNIC)

• Valid and active PEC registration for FY 2025-26 in the relevant category

• Ownership deeds/documents

• Active registration with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR)

• Affidavit confirming non-involvement in any court case with the department

• Details of relevant PEC codes for the respective works

• Any other supporting documents considered necessary

Incomplete, conditional, or unsigned bids will not be entertained.

Additional Security for Low Bids

• Bids up to 10% below the Engineer’s Estimate require only 2% bid security

• Bids more than 10% and up to 20% below require 8% additional security, in addition to the 2% bid security

• Bids more than 20% below require additional security equal to the difference between the quoted bid and the Engineer’s Estimate, along with detailed rate analysis

Failure to submit the required additional security or rate analysis will render the bid non-responsive, and securities may be forfeited as per rules.

Additional security may later be replaced with a bank guarantee, and will be released in four equal installments based on project progress.

General Conditions

• Bidders or their authorized representatives may attend the bid opening at the office of the undersigned

• Evaluation shall be conducted on Above / Below / At-Par system based on MRS-2024

• False, misleading, or incomplete information may result in disqualification and blacklisting under KPPRA Rules

• Bid securities of the 1st, 2nd, and 3rd lowest bidders will be retained until approval of the tenders

• Work order will be issued subject to availability of funds

• All applicable taxes shall be deducted as per government rules

• All required material and quality tests shall be conducted by the contractor when demanded

• The Procuring Entity reserves the right to reject any or all bids prior to approval under KPPRA Rules 2014
