International Tender – Import of White Refined Sugar (Tender No. 4)

The Trading Corporation of Pakistan (Pvt.) Ltd. (TCP), Karachi – a state-owned enterprise under the Ministry of Commerce, Government of Pakistan – invites sealed bids from international suppliers/manufacturers of White Refined Sugar, either directly or through their local offices/representatives registered with federal and/or provincial tax authorities.

TCP intends to procure 200,000 Metric Tons (±5% at Seller’s Option) of White Refined Sugar in bagged form on a CFR Karachi (break bulk) basis, as per the following key specifications:

Specifications:

1. Sugar must meet PSQCA standards and comply with the current Import Policy Order.

2. HS Code: 1701.99

3. Grades & Grain Size:

   • Small (Fine): 0.4 – 0.8 mm

   • Small: 0.60 – 1.00 mm

   • Medium: 1.00 – 1.70 mm

4. Minimum bid quantity: 25,000 MT (CFR – Break Bulk).

5. Delivery: The total contracted quantity must reach designated Pakistani ports within the shipment schedule stated in the Tender Document.

Important Notes:

• Bids must remain valid for 80 hours after submission.

• Suppliers with unresolved past contractual obligations or ongoing blacklisting proceedings with TCP will not be eligible unless cleared before the bid opening date.

Tender Documents & Submission:

• Tender documents, containing full terms, conditions, and bid submission procedures, can be purchased for PKR 2,000 from TCP offices in Karachi, Lahore, or Islamabad during working hours until 1:00 PM, August 21, 2025.

• Documents can also be downloaded from TCP and PPRA websites. If downloaded, bidders must still obtain an official purchase receipt for PKR 2,000 from TCP before submitting bids.

• Bid Submission Deadline: August 21, 2025, by 1:30 PM at TCP’s Karachi Head Office.

• Bid Opening: August 21, 2025, at 2:00 PM in TCP’s Board Room, in the presence of bidders or their representatives.

TCP reserves the right to accept or reject any or all offers, increase or decrease quantities, or split the award, in line with PPR-2004.
