Notice: Invitation for Quotation – Procurement of Goods & Services for FY 2025–26

The tender previously advertised in Daily Express (Urdu), Daily Kawish (Sindhi), Daily Express Tribune (English), and three other newspapers on 30 May 2025 is now rescheduled.

The Tube Wells Division No. II, Hala invites electronic bids from contractors, suppliers, and firms registered on the Sindh Government’s EPADS procurement portal for the supply of goods and services under the Operation & Maintenance (O&M) / Maintenance & Repair (M&R) program for:

• Tube wells and pumping stations

• Government vehicles

• Office, residential, and other buildings

• Machinery and equipment

• Various related items

This procurement is for the financial year 2025–26.

Tender Requirements

• Bid Security Deposit: PKR 700,000 (in the form of Call Deposit / Pay Order) in favour of the Executive Engineer, Tube Wells Division No. II, Hala

• Tender Fee (Non-Refundable): PKR 2,000 (in cash or pay order)

• Both payments must be made before: 18 August 2025

Bidding documents with full terms and conditions are available on the Sindh EPADS website. Manual bids will not be accepted – only electronic bids through EPADS will be considered.

Important Instructions

1. All e-bids must include a scanned copy of the bid security on the EPADS website. The original bid security must be submitted to the Procuring Agency before the closing date and time.

2. Bids without an official signature and stamp will be rejected.

3. All previous terms and conditions under SPPRA remain unchanged – only the procurement procedure is now through EPADS.

4. Quoted rates will remain valid until 30 June 2026 for the annual supply of materials, goods, machinery hire, and skilled/unskilled labour. In emergencies, supplies must be delivered on short notice.

5. Lowest-bid suppliers will be obligated to fulfill orders throughout the financial year 2025–26.

6. All rates must be inclusive of all applicable taxes.

7. Bidders must be registered with:

   • Pakistan Engineering Council (PEC) – 2025 registration

   • Relevant provincial and federal tax authorities

   • Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) as per SPPRA Rule 46(1)(a)(iii)

8. If any member of the procurement committee is unavailable on the scheduled opening date, bids will be opened on the next working day at the same time.

9. In case of a public holiday or strike, the procedure will follow the same schedule on the next working day.
