The Pakistan Industrial Development Corporation (PIDC), operating under the Ministry of Industries & Production, Government of Pakistan, invites proposals from experienced HR consultancy firms or individual consultants to assist in the following:

Conduct a comprehensive salary survey

Upgrade PIDC’s grading and salary structure
The objective is to align our system with current market and corporate best practices.

Firms or individuals with proven expertise in similar assignments and the ability to demonstrate organizational capacity and relevant experience are encouraged to apply.

Submission Details

Deadline: 12th September 2025, by 11:00 AM

Mode: Submit proposals (Technical & Financial) electronically via PPRA EPADS under the Single Stage – Two Envelope procedure.

Technical Proposals Opening: 12th September 2025 at 11:30 AM (through EPADS).
Please note: Late, conditional, or telegraphic submissions will not be considered.
Evaluation & Award

Technical proposals will be evaluated as per criteria in the RFP.

Only technically qualified bidders’ financial proposals will be opened.

Selection will be based on Quality and Cost-Based Selection (QCBS) methodology.
Bid Security
A refundable bid security of PKR 200,000/- is required in the form of a Pay Order from any scheduled bank in Pakistan, in favor of Pakistan Industrial Development Corporation (Pvt.) Ltd.

A scanned copy must be uploaded with the technical proposal.

The original pay order must reach PIDC’s office before the submission deadline.
