Project Director (GSC), FESCO Faisalabad, invites sealed bids from eligible contractors for the following transmission line projects under a percentage rate basis (Above/Below on BOQ) in accordance with the PPRA Rules 2004 (amended up to 2022). The bidding process will follow the Single Stage – Single Envelope procedure.

Eligibility Criteria

Firms intending to bid must meet the following conditions:

• Hold a valid PEC license for FY 2024–25 with relevant specialization codes (CE-10 and CE-02).

• Be on the Active Taxpayers List (ATL) and submit Income Tax Returns for the last three years.

• Be registered for Sales Tax with the Punjab Revenue Authority.

• Provide CNIC of the Contractor/Managing Partner/Director.

• Submit the application for tender issuance personally by the firm owner/Managing Partner/Director only.

• Must have successfully completed at least two similar contracts with WAPDA, NTDC, or any DISCO over the past ten years, with combined value exceeding 40% of the estimated cost.

• Show proof of average annual turnover of at least 50% of the estimated project cost during the last three years, supported by audited financial statements.

• Demonstrate financial capacity through cash or cash equivalents equal to 10% of the contract value and current commitments, backed by bank statements from the past one year.

Tender Acquisition & Submission

• Tender documents can be obtained from the Office of the Project Director (GSC), FESCO Faisalabad, up to 25th June 2025, upon a written request along with:

  • Required eligibility documents

  • A non-refundable fee of PKR 5,000/-

• Each tender requires a separate application.

• All bids must include a Bid Security of 5% of the BOQ amount, issued by a scheduled bank in favor of Project Director (GSC) FESCO Faisalabad, and valid for at least 28 days beyond the bid validity period.

• Bid validity period is 150 days from the date of submission.

Important Instructions

• Submit two copies of the bidding documents (original + photocopy).

• All pages must be numbered, signed, and stamped by the bidder.

• A certificate must be included confirming the total number of pages (e.g., “This tender document consists of page No. 1 to ___”).

• Bids must be submitted in sealed envelopes clearly marked with the respective Tender No.

• Incomplete, conditional, or electronic bids will not be accepted.

• Bids received without proper binding or outside the tender booklet will be rejected.

• Bidders must fill rates and amounts in both figures and words.

Opening of Bids

Bids will be opened on 26th June 2025 at 11:30 AM at the office of the Project Director (GSC), FESCO Faisalabad, in the presence of bidders or their authorized representatives who wish to attend.
