Police Training College, Multan invites sealed bids from well-reputed and financially sound firms, duly registered with the GST and Income Tax Departments, for the supply of dietary items for the year 2025–2026 (up to 30th June 2026).

Firms interested in participating should ensure that their bids or quotations reach this office no later than 24th July 2025 at 10:00 AM. The bids will be opened the same day at 11:00 AM in the office of the undersigned, in the presence of the tender committee and representatives of the bidding firms.

Terms & Conditions

1. Firms may collect detailed lists of required dietary items and complete bidding documents after this tender notice is published on the PPRA website and in newspapers. Documents can be collected during office hours (9:00 AM to 4:00 PM) from the undersigned’s office upon a written request and payment of a non-refundable fee of Rs. 1,000/-, up to 23rd July 2025.
   Each bid must include a 3% refundable bid security of the estimated price, submitted as a bank draft or CDR in favor of the Commandant, Police Training College, Multan.

2. The bidding will follow the Single Stage – Two Envelope procedure as per Rule 38(2)(a) of the Punjab Procurement Rules, 2014. Each bidder must submit:

   • One sealed envelope containing the Technical Bid

   • A separate sealed envelope containing the Financial Bid

3. Initially, only the Technical Proposals will be opened. The Financial Proposals will remain sealed and securely kept.

4. The Technical Proposals will be evaluated without any reference to price. Any proposal that does not meet the required specifications will be rejected without allowing any changes to the technical details. Financial bids for technically rejected proposals will be returned unopened.

5. Only the Financial Proposals of technically accepted bids will be opened and evaluated. The contract will be awarded to the bidder offering the lowest evaluated price.

6. The successful bidder must sign a procurement contract in accordance with Rule 55 of the Punjab Procurement Rules, 2014 and will be responsible for fulfilling all contract obligations.

7. Bidders must provide an affidavit confirming that their firm has never been blacklisted by any government department.

8. Bidders must submit samples of the dietary items along with their bids. Offers without samples will not be considered.

9. The successful supplier will be responsible for delivering fresh, high-quality dietary items daily to the store of Police Training College, Multan, as per the supply orders. Expired or substandard items will not be accepted.

10. The undersigned reserves the right to reject any or all tenders in accordance with PPRA Rule 35.
