Public Notice — Online Open Auction for General Bus Stand Contracts
(For Financial Year 2025–2026)

The Metropolitan Corporation Lahore (MCL) invites all interested parties to participate in an online open auction for the rights to manage various General Bus Stands and related facilities for the financial year 2025–2026.

Auction Date & Time:
The online auction will be held on 21st July 2025 (Monday) from 9:00 AM to 4:00 PM through the official Punjab government online portal.

Contract Period:
From 26th July 2025 (or date of possession) to 30th June 2026.

Who Can Participate

• Any Pakistani citizen or local registered firm is eligible to participate, provided they have not been blacklisted or banned by any government department or agency.

• Bidders must register online by signing up on the designated portal by midnight on 17th July 2025.

• Registration requires a valid PRA Registration Certificate, NTN, and a valid CNIC.

Important Auction Conditions

1. Bidders must deposit a bid security equal to 10% of the reserve price for each desired contract. This must be submitted as a Pay Order/CDR from a scheduled bank, made in favour of the Metropolitan Corporation Lahore, at least one day before the auction date.

2. A scanned copy of the bid security must also be uploaded by midnight on 20th July 2025.

3. The successful bidder must deposit 1/10th of the final bid amount within three days of approval; otherwise, the deposited security will be forfeited.

4. The successful bidder must sign a proper written contract with MCL on legal stamp paper before taking possession. No possession will be handed over without a signed contract.

5. The winning bidder must provide a bank guarantee or satisfactory surety equivalent to 60% of the annual contract amount.

6. The bidder must submit a bank statement for the last 6 months showing sufficient balance to cover the contract amount.

7. The contractor is responsible for paying all applicable government taxes and fees.

8. In case of failure to comply with contract terms, the contractor will be liable for all dues, penalties, and legal costs.

9. MCL will not be responsible for any loss caused by natural calamities, strikes, floods, elections, or repairs. The contractor will have no right to claim a reduction in contract amount due to such reasons.

10. MCL reserves the right to accept or reject any or all bids without assigning any reason.
