Electronic bids are invited under the Single Stage – Single Envelope procedure (Technical and Financial Bids together) from Firms/Contractors registered for the year 2025–26 with Income Tax, General Sales Tax, and Punjab Revenue Authority. The bidding will be conducted through the PPRA E-Tendering system in accordance with the applicable PPRA Rules (amended to date).

The bids are for the supply of plants under the Development PC-1 Scheme titled Afforestation Along Linear Plantation in Punjab, for the Bahawalpur Forest Division during the financial year 2025–26.

Terms and Conditions

1. Contractor Registration:
   Interested firms must be registered on the Punjab PPRA E-Procurement website. Registration details and guidance are available on the PPRA website.

2. Bidding Documents:
   Detailed specifications and requirements are provided in the bidding documents, which can be downloaded from the PPRA and EPADS portals.

3. Bid Security (CDR):
   A scanned copy of the Call Deposit Receipt (CDR) amounting to 5% of the estimated cost must be uploaded with the bid. The CDR must be issued by any scheduled bank.

4. Submission of Original CDR:
   All bidders must submit their original 5% CDR along with their company letterhead in the office of the Divisional Forest Officer before the bid closing time on the tender opening date. Failure to do so will result in immediate disqualification by the Tender Opening Committee.

5. Submission & Opening of Bids:

   • Bids must be completed, signed, stamped, and submitted online through EPADS on or before 04 December 2025 at 11:30 AM.

   • Technical and Financial Bids will be opened electronically on the same day at 12:00 PM in the presence of bidders or their representatives who choose to attend.

   • Proper submission of bids on the EPADS portal is entirely the responsibility of the bidder.

6. Fake Documents:
   Submission of any fake CDR, receipt, or false information will result in disqualification and blacklisting from all future tenders of the department. A formal recommendation to PPRA for further action will also be made.

7. Right to Reject:
   The procuring agency reserves the right to reject all bids at any time before acceptance, in accordance with PPRA Rule-35.

8. Taxes:
   All government taxes applicable under current policy will be deducted from payments as per rules.
