The Communication & Works Department, Building Division No. 1 Bahawalpur, invites eligible contractors to participate in the following schemes through the Punjab Government’s E-Tendering system, as notified under No. SCH-41(C&W)1-49/2123/3652 dated 26.01.2023.

All contractors/firms registered with the Pakistan Engineering Council (PEC) in the relevant category or above are eligible to participate. The procurement process will be strictly conducted under PPRA Rules 2014 (with all amendments).

Terms & Conditions for Participation

1. Eligibility:
   Contractors must be registered with PEC in the relevant specialization category to participate through the E-Tendering portal.

2. Earnest Money (CDR):

   • Contractors must deposit earnest money (Call Deposit Receipt – CDR) equal to 2% of the estimated cost, issued from any scheduled bank in favor of Executive Engineer, Buildings Division No. 1, Bahawalpur.

   • A scanned copy of the CDR must be uploaded during online bidding.

   • The original CDR must be submitted to the Tender Opening Committee no later than 11:00 AM on the opening date.

   • Failure to produce the original CDR will result in disqualification.

3. Online Bidding:

   • Bids must be submitted online through the E-Tendering system before 11:00 AM on the closing date.

   • Downloaded bid documents will be opened at 11:30 AM in the presence of participating firms at the office of the Executive Engineer, Buildings Division No. 1 Bahawalpur.

4. Required Documents:
   All participating contractors must present original documents on their letterheads, including valid PEC licenses, at the time of bid opening.

5. Submission Violations:

   • Submission of fake documents or fake CDRs will result in immediate disqualification under PPRA Rules.

   • The case will also be forwarded to PEC and PPRA for further legal action.

6. Right to Reject Bids:
   The competent authority reserves the right to reject any or all bids prior to acceptance in accordance with PPRA Rules.

7. Performance Security:
   The lowest evaluated bidder will be required to furnish performance security as per PPRA Clause 56.

8. BOQ Requirements:

   • Contractors must fill in rates for each and every item of the BOQ.

   • Any blank items or percentage-based bids will be considered “No Bid” and excluded from evaluation.

   • Corrections (if any) found after opening will be evaluated strictly in public interest.
