The Punjab Highway Department invites e-tenders from qualified engineering firms and contractors for the following development works. All tenders will be processed through the PPRA E-Tendering System in accordance with applicable rules and procedures. Interested firms may participate under the following terms and conditions:

Terms & Conditions

1. Eligibility
   Only those contractors/firms who are registered with the Pakistan Engineering Council (PEC) in the relevant category/codes are eligible to participate.

2. PPRA E-Procurement Registration
   All participating firms must be registered on the Punjab PPRA e-procurement portal.
   Details regarding registration and the bidding process can be accessed through the official PPRA e-procurement system.

3. Bid Security (Earnest Money)
   In accordance with PPRA Rule 27 (2014), bidders must:

   • Upload a CDR worth 2% of the estimated cost in favor of the Executive Engineer, Highway Division Bahawalpur while submitting their bids online.

   • Submit the original CDR at least 30 minutes before the tender opening time.
     Failure to submit the original CDR in time will result in immediate disqualification in the presence of the Tender Opening Committee.

4. Performance Guarantee
   As per PPRA Rule 56, the lowest evaluated bidder must submit a Performance Guarantee of 5% of the bid amount within 15 days of receiving the Letter of Acceptance.
   Acceptable forms include:

   • CDR

   • Bank Draft

   • Cashier’s Cheque

   • Pay Order

   • Bank Guarantee
     No other form of guarantee will be accepted. The guarantee must remain valid three months beyond the completion or extended completion period.

5. Financial Proposal Requirements
   As per PPRA Punjab Circular (dated 11.10.2024), bidders must:

   • Quote item-wise rates for each BOQ item

   • Mention the total amount for each item

   • Provide the grand total for the proposal
     Percentage-based quotations above or below the approved cost will not be accepted.

6. Tender Opening Procedure
   After submitting the online bids, contractors may visit the office of the Commissioner Bahawalpur on 03 December 2025 at 01:00 PM, where all bids will be retrieved and evaluated. The successful bidder will be announced in the presence of the Tender Opening Committee.

7. Fake Documents
   Submission of any fake document—such as forged CDRs, receipts, or PEC registrations—will result in:

   • Immediate disqualification

   • Permanent blacklisting from all future C&W Department tenders

   • Reporting to both PPRA and PEC for further action

8. Right to Reject Bids
   The procuring agency reserves the right to reject any or all bids at any time prior to acceptance, as per PPRA Rule 35.

9. Technical Requirements

   • Rigid pavement must be constructed using a concrete batching plant and concrete paving machine.

   • TST/DST/Surfacing works must be executed using fully mechanized equipment.

10. Material Adjustments
    Any recovery of old/credit material will be adjusted manually and reflected during bid evaluation.

11. Submission of Claims
    All claims by contractors should be submitted electronically only.
