The Punjab Highway Department invites sealed e-tenders from eligible engineering firms and contractors for the following development scheme. Tendering will be conducted strictly through the PPRA E-Tendering System under applicable rules and policies.

Terms & Conditions

1. Eligibility for Participation
   All firms/contractors registered with the Pakistan Engineering Council (PEC) in the relevant category/codes are eligible to participate.

2. Registration on Punjab PPRA E-Procurement Portal
   Contractors must be registered on the Punjab PPRA e-procurement website.
   Guidance regarding registration, bidding procedures, and requirements is available on the official PPRA Punjab e-procurement portal.

3. Earnest Money (Bid Security)

   • As required under PPRA Rule 27 (Bid Security), bidders must upload earnest money CDR @ 2% of the estimated cost, in favor of Executive Engineer, Highway Division Bahawalpur, at the time of online bid submission.

   • The original CDR must be submitted at least 30 minutes before the bid opening time.

   • Failure to submit the original CDR within the required time will result in immediate disqualification in front of the Tender Opening Committee.

4. Performance Guarantee
   Under PPRA Rule 56, the lowest evaluated bidder must submit a 5% Performance Security of the bid amount within 15 days of receiving the Letter of Acceptance.
   Acceptable forms of performance guarantee include:

   • CDR

   • Bank Draft

   • Cashier’s Cheque

   • Pay Order

   • Bank Guarantee
     The guarantee must remain valid for three months beyond the completion or extended completion period.

5. Financial Proposal Requirements
   As per PPRA Punjab Circular No. L&M (PPRA)10-1/2011/008595 dated 11.10.2024, all bidders must:

   • Quote item-wise rates against each BOQ item

   • Provide total amount per item

   • Provide a grand total for all BOQ items
     Percentage-based quotations (above/below estimate) will not be accepted.

6. Tender Opening Process
   After submitting bids online, contractors may attend the session at the Commissioner Office Bahawalpur on 03-12-2025 at 01:00 PM, where bids will be retrieved, verified, and the lowest evaluated bidder will be announced in the presence of the Tender Opening Committee.

7. Submission of Fake Documents
   Any contractor submitting fake information or documents—such as false PEC certificates, forged CDRs, or fabricated receipts—will be:

   • Disqualified from the current tender,

   • Blacklisted from future C&W Department tenders,

   • Reported to PPRA and PEC for further legal action.

8. Right to Reject Bids
   The procuring agency reserves the right to reject any or all bids at any stage before acceptance, as per PPRA Rule 35.

9. Execution Standards

   • Rigid pavement must be constructed using a concrete batching plant and concrete paving machine.

   • TST/DST/Surfacing works must be carried out using mechanized methods.

10. Material Adjustment
    Recovery of old material (if applicable) will be adjusted manually and reflected in bid evaluation.

11. Contractor Claims
    All claims by contractors must be submitted electronically only.
