Bidding Documents

Bidding documents can be downloaded or collected free of cost from the Office of the Director, Drugs Testing Laboratory Punjab, Jhangi Wala Road, near Civil Hospital Bahawalpur. They are also available on the PPRA Punjab portal.

Bid Security Submission

The original bid security (2% of the estimated cost), in the form of a CDR or Bank Guarantee in the name of the Director, DTL Bahawalpur, must be submitted physically to the office. Bidders must also enter the security details on the E-PADS portal before the closing time.

Bidding Procedure

• E-bidding will follow the Single Stage – Two Envelope procedure under Rule 38(2)(a) of Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024.

• Bidders must upload both their Technical Bid (with all supporting documents) and Financial Bid on E-PADS before the closing deadline.

• Bids submitted on time will be opened on the same day in the presence of participating bidders or their representatives. Attendance will be recorded electronically.

Pre-Bid Meeting

A pre-bid meeting will be held at the office of the Director, DTL Bahawalpur, Jhangi Wala Road, near Civil Hospital, to address queries submitted in writing.

Important Note

If the scheduled opening date or pre-bid meeting falls on a public holiday or non-working day, the next working day will automatically apply, with the venue and timing unchanged. The deadline for e-bid submission will not be extended.
