TENDER NOTICE
Repair and Refurbishment of Office Building – Customs Academy of Pakistan, Karachi
The Customs Academy of Pakistan invites sealed bids through the EPADS system from reputable firms for the repair and refurbishment (including civil works) of the Office Building located at the Old Custom House, Karachi, as per the following terms and conditions:
1. Submission of Bids
-
Complete bidding documents, including terms, conditions, and eligibility criteria, are available on the Public Procurement Regulatory Authority (PPRA) portal.

All bids must be submitted electronically via the EPADS system.

Deadline for submission: 17 November 2025, at 3:00 PM.

Opening of bids: 27 November 2025, at 3:30 PM.

Bid Security: 5% of the total quoted amount, in the form of a Pay Order in favor of Directorate General of Training and Research (Customs), Karachi.

Performance Guarantee: 5% of the contract value (to be submitted after award of contract).

Contract Validity: Up to 30 June 2026.

Interested bidders may inspect the building and related areas during office hours on working days before submission.
2. Documents to be Provided by Bidders

Valid EPADS registration, NTN, and SRB certificates.
-
Detailed firm profile including address, contact numbers, email, bank details, and active tax status.

Minimum five (05) years of relevant experience.

Bid security (5% pay order) uploaded and submitted in physical form.
-
Properly stamped and signed bidding documents uploaded and submitted in hard copy.
3. Eligibility Criteria
-
Bidders must be registered with the Pakistan Engineering Council (PEC) in an appropriate category for the nature of the work.

Copies of valid Sales Tax, Income Tax (NTN), and SRB registration certificates must be attached.

Bidders must submit evidence of completed contracts during the last three years with government or corporate clients, using the “Profile Form” provided with the bidding documents.
4. Evaluation and Award Process
-
All bids will be evaluated by the Procurement Evaluation Committee through the EPADS system.

Incomplete or non-compliant bids will be marked non-responsive.

The lowest or most advantageous bidder will be selected based on qualification, experience, and compliance.

Upon approval, a Letter of Intent (LoI) will be issued, and the contract must be signed within 14 days of issuance.
5. General Conditions
-
All quoted rates must be inclusive of all applicable taxes.

The bid price shall remain fixed for the fiscal year 2025–26; no escalation will be permitted.

All correspondence and clarifications will be handled exclusively through the EPADS platform.

The Customs Academy reserves the right to accept, reject, or modify any or all bids without assigning any reason, in accordance with applicable procurement rules.
