National Competitive Bidding (NCB)

QESCO invites electronic bids (e-bids) through the E-Pak Acquisition and Disposal System (EPADS) from pre-qualified suppliers and manufacturers registered with QESCO/DISCOs/NTDC/PPMC and with valid Income Tax and Sales Tax registrations. Bids are invited for the supply of various materials in accordance with the latest WAPDA/NTDC specifications. The procurement will be financed through QESCO’s local funds on an FCS basis, with delivery to the Consignee’s Store at T&G Warehouse, Sibi Road, Quetta.

Terms & Conditions

Bidding Documents
Standard bidding documents (including detailed specifications, evaluation criteria, bid validity period, and terms of supply) may be downloaded from the EPADS portal at no cost by registered users.
Submission of E-Bids
- Only electronic submissions through EPADS will be accepted.
- Manual bids are not allowed.
- Bids will be opened publicly in the presence of participating vendors or their representatives at the office of the General Manager (Development), PMU QESCO, Quetta.
Bid Security
- Each bid must include a fixed bid security amount as stated in the bidding documents.
- Bid security must be in the form of a Bank Guarantee, CDR, Pay Order, or Banker’s Cheque issued by a scheduled bank in Pakistan.
- The document must be valid for 28 days beyond the bid validity period.
- A scanned copy must be uploaded on EPADS, and the original must be submitted in a sealed envelope to the Chief Engineer (Development), PMU QESCO, Zarghoon Road, Quetta, before bid submission deadline.
Hard Copy Submission
- One complete set of signed bidding documents must also be submitted physically to PMU QESCO on the same date and time.
Pricing
- Prices must be firm, final, and inclusive of all costs.
- No escalation or price increase will be accepted after bid opening.
Right of Rejection
QESCO reserves the right to accept or reject any or all bids in accordance with Clause-33(1) of PPRA Rules 2004.

- GRC (Grievance Redressal Committee) notifications under Rule-48 of PPRA Rules 2004 are available on EPADS.
