Cadet College Sanghar invites sealed bids from reputable and qualified contractors registered in PEC Category C-3 or above for the construction of multiple development works at the campus. Contractors must meet the eligibility criteria and follow the procedure outlined below.

Availability of Bidding Documents

Bidding documents may be obtained from 10 December to 24 December 2025 by submitting:

• A written request on company letterhead

• A non-refundable fee of PKR 10,000 in the form of a Pay Order in favor of Principal, Cadet College Sanghar

Documents can also be downloaded from EPADS, the SPPRA portal, and the Cadet College Sanghar website.

Submission of Bids

• Two separate envelopes—"Technical Proposal" and "Financial Proposal"—must be sealed individually and placed together in one larger envelope.

• Each envelope must clearly mention the project name and proposal type.

• Bids must be submitted on or before
  26 December 2025 at 12:00 PM
  at the office of the Principal & Project Director, Cadet College Sanghar.

• A Bid Security of 2% of the bid price, in the form of a Pay Order or Demand Draft in favor of Principal & Project Director, Cadet College Sanghar, must be included with the Technical Proposal.

Tender Opening

• Technical Proposals will be opened on
  26 December 2025 at 02:00 PM.

• Financial Proposals will remain sealed until technical evaluations are completed.

• Only the Financial Proposals of technically qualified bidders will be opened at a later date, which will be communicated to the respective firms.

• Financial proposals of disqualified bidders will be returned unopened.

• If an unexpected situation occurs (public holiday, etc.), tenders will be opened on the next working day at the same time.

Eligibility Criteria

• Valid registration with FBR and SRB

• Valid PEC registration (Category C-3 or above)

• Relevant construction discipline as mentioned in the bidding documents

Bidding Procedure

Single Stage – Two Envelope method will be used, as per Sindh Public Procurement Rules 2010 (amended as applicable).

Grounds for Rejection of Bids

Bids will be rejected if:

1. They are conditional or submitted via telegram.

2. Bid Security is missing, insufficient, or not in the required format.

3. Bids are received after the deadline.

4. The bidder is blacklisted.

5. The bid is incomplete or not prepared according to the instructions.

Bid Validity

All bids must remain valid for 90 days from the date of submission.

Right to Reject

The Principal & Project Director, Cadet College Sanghar, reserves the right to reject any or all bids as per Sindh Public Procurement Rules.
