Tender Document Issuance

Interested contractors may apply for issuance of bidding documents during office hours up to 24-12-2025.

Documents will be issued upon submitting the required application and non-refundable tender fee, payable via pay order or deposit receipt.
Submission & Opening of Bids

Bids will be received on 24-12-2025 up to 09:30 AM and opened on the same day at 09:45 AM in the presence of the Procurement Committee and participating bidders.
If bids are not received or remain unresponded:

Eligibility Requirements

Proof of similar works completed in the last 3 years with completion certificates:
-
One similar work of at least 80% of the estimated cost, or
-
Two similar works of at least 50% of the estimated cost each.

Bio-data of engineers and technical staff.
-
Evidence of required machinery.
-
At least one civil engineer with:
-
Minimum 5 years of experience, and
-
At least 2 years of experience in similar nature of works.

List of ongoing projects with award letters.
-
Valid PEC registration for the current year, NTN, SRB registration, and CNIC copy.
-
5% performance guarantee to be provided by the successful bidder within 14 days of offer letter.

Tender fee must be submitted as per schedule.
-
2% earnest money (call deposit) must accompany the bids.
-
Bank creditworthiness certificate with current bank statement.

Affidavit confirming:

Firm has not been blacklisted
-
All documents submitted are true and correct
-
Firm is not involved in litigation or delays in government or private works

Conditional bids will not be accepted.

Contractors must be filers as per Income Tax rules.

Documents for partnership firms including partnership deed or authority letter must be submitted.
-
Procuring agency reserves the right to reject any or all bids under SPPRA Rules 2010.
-
If a public holiday or committee member’s absence affects the schedule, bids will be received on the next working day as per SPPRA regulations.
