INVITATION FOR E-BIDS

The Capital Development Authority (CDA) invites electronic bids from well-reputed firms for the following project on Engineering, Procurement, and Construction (EPC) mode:

Project Title: Establishment of Pakistan Asan Khidmat Centre in Sector G-9/1, Islamabad

Bidding will be conducted under the Single Stage – Two Envelope Procedure, as per Rule 36(b) of the Public Procurement Rules (PPRA) 2004.

Eligibility Criteria

Firms must be:

• Registered with the Pakistan Engineering Council (PEC) in Category C-2 or above for the year 2025–26, and

• Possessing valid Project Codes: CE-01, CE-10, BC-01(ii), ME-01, ME-06, and EE-11(i).

Only eligible and compliant firms will be considered for evaluation.

Bidding Documents

Detailed Electronic Bidding Documents, including project requirements, terms, and conditions, are available for registered bidders on the E-PADS (Pakistan E-Procurement System).

Bid Security

Bids must be accompanied by a Bid Security of Rs. 20.000 million, submitted in the form of a Pay Order or CDR in favor of DDO (P&C), CDA.

• A scanned copy of the Bid Security must be uploaded on E-PADS in PDF format.

• The original Bid Security must be submitted to the office of the Director (P&CA-I), CDA before or at the time of bid submission.

Submission and Opening of Bids

• Bid Submission Deadline: November 21, 2025, up to 11:30 AM

• Bid Opening: November 21, 2025, at 12:00 PM (same day)

Electronic bids must be submitted online through E-PADS as per the instructions in the bidding documents.
Manual or hard-copy submissions will not be accepted.

Bids will be opened publicly through E-PADS in the presence of the Procurement Committee and any authorized bidder representatives who choose to attend. The session will be held at:
Office of the Director (P&CA-I), Room No. 29, Block III, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad.
