INVITATION TO BID

The Postgraduate Medical Institute (PGMI) and Ameer-ud-Din Medical College, Lahore, invite sealed electronic bids (E-Bids) from eligible firms/suppliers registered with Income Tax, Sales Tax, and PRA authorities under the Single Stage Two Envelope bidding procedure in accordance with the Punjab Procurement Rules, 2014 (amended).

1. Subject of Tender

Bids are invited for the supply of various medical, surgical, and IT-related items/equipment as detailed in the bidding documents available on the Punjab Procurement Regulatory Authority (PPRA) and Punjab e-Procurement (e-PADS) portals.

2. Eligibility Criteria

Interested bidders must:

• Be registered with FBR and PRA (having valid NTN and PNTN).

• Have relevant experience in the supply of similar items.

• Submit bids in accordance with the terms and specifications given in the tender documents.

3. Availability of Documents

Complete bidding documents are available online on e-PADS. Interested firms can download them and submit their E-Bids along with scanned copies of all required documents through the e-Procurement System.

4. Submission & Opening of Bids

• Bid Submission Deadline: Up to 11:00 a.m., November 15, 2025

• Bid Opening Date & Time: 11:30 a.m., November 15, 2025

  • Bids will be opened on the same day in the presence of bidders or their authorized representatives who may wish to attend.

5. Bid Security

Each bid must be accompanied by a Bid Security equal to 2% of the estimated value, in the form of a Call Deposit Receipt (CDR) in favor of the Principal, Postgraduate Medical Institute, Lahore.

• The original CDR must be submitted by hand in a sealed envelope at the Procurement Office, PGMI Lahore, before the bid submission deadline.

6. Clarifications

Bidders may obtain further information or clarifications from the Procurement Office, PGMI Lahore during office hours (9:00 a.m. to 2:30 p.m., Monday to Saturday).

7. Validity Period

The bid must remain valid for 180 days from the date of opening.

8. Official Holidays

In case the due date for bid submission or opening falls on an official holiday, the process will be conducted on the next working day at the same time and venue.

9. Rights Reserved

The procuring agency reserves the right to:

• Reject any or all bids without assigning any reason, as per Rule 35 of the Punjab Procurement Rules, 2014.

• Increase or decrease the quantity of items as required, without changing the overall scope of procurement.

10. Applicable Rules

All procedures shall be governed by the Punjab Procurement Rules, 2014 (amended) and the relevant e-Procurement regulations.
