INVITATION TO BID

The Technical Education and Vocational Training Authority (TEVTA) invites electronic bids (E-Bids) under the Single Stage Two Envelope bidding procedure through the Punjab e-Procurement System (e-PADS) from eligible firms registered with FBR and PRA (having valid NTN and PNTN), for the supply and installation of IT Equipment under the following package(s) on a Delivered Duty Paid (DDP) basis.

Instructions for Bidders

1. Availability of Documents:
   Detailed bidding documents containing specifications, terms, and conditions are available on the e-PADS and PPRA websites.

2. Submission of Bids:
   All bidders must prepare and submit their E-Bids (in PDF format) through the e-Procurement System (e-PADS) by the deadline mentioned below.

   • Bid Submission Deadline: 11:30 a.m., November 21, 2025

   • Bid Opening Date & Time: 12:30 p.m., November 21, 2025

3. Bid Security:
   A Bid Security amounting to 2% of the estimated cost, in favor of the Chairperson TEVTA, must be submitted in the form of a Call Deposit Receipt (CDR), Bank Guarantee, Demand Draft, or Pay Order.

   • The original bid security should be submitted in a sealed envelope clearly marked with the tender title at the Office of the Director General (Procurement), TEVTA, Lahore, before the E-Bid submission deadline.

4. Bidding Procedure:

   • A Single Stage Two Envelope procedure will be followed.

   • The Technical Bids will be opened first; only technically qualified bidders will proceed to financial bid evaluation.

   • Financial bids of technically non-responsive bidders shall remain unopened.

5. Validity of Bids:

   • Bids must remain valid for 120 days from the date of opening.

6. Rejection of Bids:

   • TEVTA reserves the right to accept or reject any or all bids at any stage prior to acceptance, as per Rule 35 of the Punjab Procurement Rules 2014.

7. Bid Submission Responsibility:

   • Bidders are advised to ensure timely uploading of bids on the e-PADS portal.

   • Late or incomplete submissions will not be considered, and TEVTA shall not be responsible for any upload delays or technical issues.

8. General Information:

   • Any conditional or incomplete bids shall not be entertained.

   • For assistance regarding the e-PADS system, bidders may contact the provided Helpline (051-111-137-237).

   • The response time shall be calculated from the date of tender publication on the PPRA website.
